A. The
Mayor, with approval of the Common Council, will appoint members.
Terms will begin on May 1 and end on April 30. Alderpersons shall
serve a two-year term beginning on May 1 of even-numbered years. Chairpersons
will be elected by each entity unless otherwise specified.
B. As
used in this chapter, the following terms shall have the meanings
indicated:
CITIZEN
A person living in St. Francis and not an elected municipal
official.
A. How
constituted. The Board of Review shall consist of five citizens of
the City. The citizen members will serve staggered five-year terms
and until their successors are appointed and qualified. The Mayor,
City Clerk and such other officers, other than Assessors, as the Common
Council determines may also be members of the Board of Review.
B. Records.
The City Clerk shall be the Clerk of the Board of Review and shall
keep an accurate record of all its proceedings.
C. Compensation. Each member of the Board of Review shall receive, as
compensation for his services, an annual payment as determined by
the Common Council. The Mayor and City Clerk shall be exempt from
this annual payment.
D. Powers and duties. See §§ 70.46 and 70.47, Wis. Stats.,
in particular.

A. How constituted.
The City Planning Commission shall consist of seven members as follows:
the Mayor, who shall be the Commission's presiding officer, an Alderperson
and five citizens. The citizen members shall be appointed to hold
office for a period of three years. Appointments shall be made by
the Mayor during the month of April for terms that expire in April
or at any other time if a vacancy occurs during the middle of a term.
In the event of a vacancy occurring in the middle of a term, the appointee
shall serve the remainder of the term of the member whose position
was vacated.
B. Powers and
duties. See § 62.23, Wis. Stats.

A. How
constituted.
(1) The
Zoning Board of Appeals shall consist of five citizen members, one
of whom shall be an Alderperson.
(2) Members
shall be appointed by the Mayor subject to confirmation of the Common
Council. The Mayor shall also designate one member of the Zoning Board
of Appeals as chairperson.
(3) The
citizen members will serve staggered three-year terms. Vacancies shall
be filled for the unexpired terms of members whose terms become vacant.
(4) In addition to the five members provided for in §
17-5A(1) above, the Mayor shall appoint, for staggered terms of three years, two alternate members of the Zoning Board of Appeals. Annually, the Mayor shall designate one of the alternate members as first alternate and the other as second alternate. The first alternate shall act, with full power, only when a member of the Board refuses to vote because of interest or when a member is absent. The second alternate shall so act only when the first alternate so refuses or is absent or when more than one member of the Board so refuses or is absent.
(5) Statutory
provisions in § 62.23(7)(e), Wis. Stats., with regard to
the removal and filling of vacancies, shall apply to appointments
to the Zoning Board of Appeals.
B. Powers and duties. See § 62.23(7)(e), Wis. Stats., and Chapter
455, Zoning, of this Code.

A. How
constituted. The Police and Fire Commission shall consist of five
citizens, three of whom shall constitute a quorum. Citizen members
will serve staggered five-year terms. No appointment shall be made
which shall result in more than three members of the Commission belonging
to the same political party. The members of the Commission shall serve
without compensation. The Commission shall keep a record of its proceedings.
B. Powers
and duties. The Police and Fire Commission shall have all such powers
and duties as are prescribed by law, by this Code or amendments thereto
and by § 62.13, Wis. Stats.

constituted. The Park Commission shall consist of five members, composed
of four citizen members and one Alderperson. Citizen members will
serve staggered four-year terms.
B. Powers
and duties. The Park Commission shall have all such powers and duties
as are prescribed to it by this Code and by the Wisconsin Statutes,
particularly Ch. 27, Wis. Stats.

A. How constituted.
The Board of Public Works shall consist of seven members composed
of four citizen members, and three Alderpersons, one from each district
of the City. The citizen members will serve staggered three-year terms.
B. Powers
and duties. The Board of Public Works shall have such powers and perform
such duties as are prescribed by Wisconsin Statutes from time to time,
particularly Ch. 62 thereof, and such duties as the Common Council
may impose from time to time.
C. President
and Secretary. Pursuant to § 62.14, Wis. Stat., the members of
the Board of Public Works shall, on the first Tuesday in May of each
year, choose a President of the Board from their number, and the City
Clerk shall be the Secretary of the Board.
D. Quorum,
records, and reports. A majority of the Board of Public Works shall
constitute a quorum for doing business. They shall keep a record of
all their proceedings, which shall be open at all reasonable times
to the inspection of any elector of such City, and shall make a report
to the Common Council on or before the first day of March in each
year and at such other times as may be requested by the Common Council
from time to time.
A. How constituted. The Library Board shall consist of six citizen members
and one Alderperson. The citizen members will serve staggered three-year
terms. One member shall be a school district administrator or his
representative.
B. Powers and duties. Such Board shall have the powers granted under
§ 43.58, Wis. Stats., and the Common Council of the City
of St. Francis shall appropriate funds for the operation of said library.

A. How constituted.
The Mayor, City Engineer, and City Administrator are members of the
Committee by virtue of their office. The Mayor shall appoint six citizen
members who are either citizens or representatives of businesses located
within the City. Appointments of residents and business representatives
shall be for staggered two-year terms. Where needed to maintain staggered
terms, appointment(s) shall be made for a one-year term.
B. Powers
and duties.
(1) To
study and make recommendation on all items referred to it by the Common
Council.
(2) To
provide a forum for exchange of information between the City and the
business community of the City to keep all parties informed.
(3) Propose
and make nominations concerning award(s) that will promote awareness
of the City’s business community and arrange for appropriate
public function(s) to recognize and promote business within the City.

A. How constituted. The Celebrations Committee shall consist of six
citizen or noncitizen members and one member of the Common Council
who shall serve as chair of the Celebrations Committee. The citizen
members will be appointed to serve one- or two-year terms as necessary
to have four members whose terms expire in even-numbered years and
four members whose terms expire in odd-numbered years.
B. Powers and duties.
(1) The Celebrations Committee shall be responsible for planning and
carrying out the annual City of St. Francis Christmas Celebration.
(2) The Celebrations Committee may engage in fundraising activities and/or
events as authorized by the Common Council from time to time. All
proceeds from such activities and events shall be paid into the City
Clerk/Treasurer. Proceeds remaining after all costs and expenses of
such fundraising activity or event have been paid shall be earmarked
for the next Christmas Celebration.
(3) The Committee shall have the power to appoint as many aides or assistants
to help it in fulfilling its duties as it deems necessary.
C. No person shall receive compensation for service as a Celebrations
Committee member, aide, or assistant.

A. How constituted.
The Memorial Commission shall consist of 10 members, who may be citizens
or noncitizens. Members will serve staggered two-year terms.
B. Powers
and duties. The Commission shall be responsible for planning and carrying
out the annual Memorial Day Celebration. It will also oversee the
maintenance of the Veterans Memorial Plaza.

A. How constituted. The Beautification Committee shall consist of four
citizen or noncitizen members and one Alderperson. Members will serve
staggered two-year terms.
B. Powers and duties. The Commission shall be responsible for seasonal
plantings, banners and other esthetic display in the public right-of-way.
