No person shall consume alcoholic beverages or possess any opened alcoholic beverage containers, as defined in N.J.S.A. 33:1-1:
A. 
While in or on a public street, roadway, avenue, sidewalk, public parking lot, mall, park, whether devoted to activities or passive use, playground or recreational area or any other quasi-public place other than a place licensed to sell alcoholic beverages for consumption on the premises or in a public conveyance.
B. 
While on property owned by the federal, state, county or municipal government or other public entity such as the Board of Education.
C. 
In a private motor vehicle or other vehicle while the same is in motion or parked in any public street, public parking lot or quasi-public place.
D. 
While in or on a public conveyance.
E. 
While upon any private property, not his own, without the express permission of the owner or other person having authority to grant such permission.
Notwithstanding the provision in § 121-10 of this article, the Mayor and Council of the Borough of Edgewater may by resolution permit the possession or consumption of alcoholic beverages in a designated park at a designated time or times in connection with a specific event, series of events or observance which have been authorized by the governing body.
Violations of the provisions of this article shall be punishable as provided in Chapter 1, Article II, General Penalty.
