A local Board of Health shall be created and established and the same is hereby created and established in said Borough of Edgewater pursuant to the laws of the State of New Jersey.

The Board of Health shall consist of five members, and two alternates, who shall be appointed in the same manner as are appointive officers of said Borough and who shall perform such duties as are or may be provided by law. Alternate members shall be designated at the time of appointment as "Alternate No. 1" and "Alternate No. 2."

A. 
Except as provided in Subsection B of this section, the term of office of the members of said Board of Health shall be as follows: one member thereof shall be appointed for one year; two members thereof shall be appointed for two years; two members thereof shall be appointed for three years. After the original appointments, all terms shall be for three years.
B. 
The terms of alternate members shall be for two years, except that the terms of the alternate members first appointed shall be two years for Alternate No. 1 and one year for Alternate No. 2.
Any vacancies occurring shall be filled by appointment in the same manner in which the original appointments were made, but for the unexpired term only.
The Board of Health shall adopt rules and regulations for its own government and shall elect a President from its own members.
The Board of Health shall appoint a Registrar of Vital Statistics, Secretary and Health Officer, and may also appoint such other officers or assistants as said Board of Health may deem necessary. All appointees of said Board of Health shall be governed by the rules of said Board, and may be removed for cause by said Board or as provided by the Civil Service Rules of the State of New Jersey. The marshals and police of the Borough, when on police duty, shall be special sanitary inspectors, and they shall promptly report to the Board of Health every violation of the health ordinances of the Borough which may come within their observation or knowledge.
