No person shall engage as an operator in the business, nor shall
any person employ any other person as an operator in connection with
the business of a barbershop, beauty parlor, tanning salon or nail
salon in the Borough, unless every such person, whether employer or
employee, shall have previously filed with the Secretary of the Board
proof of the person being licensed by the State of New Jersey to conduct
the business of a barbershop, beauty parlor, tanning salon or nail
salon.
Every person operating or conducting a barbershop, beauty parlor,
tanning salon or nail salon in the Borough and every person employed
therein shall at all time comply with the following requirements:
A. The premises in which the barbershop, beauty parlor, tanning salon
or nail salon is maintained shall be kept in a clean condition.
B. All mugs, brushes, scissors, razors, combs, tweezers, clippers or
similar instruments shall be sterilized before being used upon any
customer by immersion in boiling water, or a ten-percent solution
of formalin, or a five-percent solution of carbolic acid, or by any
other means approved by the Board.
C. Every such shop or parlor shall be provided with running hot and
cold water.
D. Clean towels and fresh neckbands shall be provided for each customer.
E. Every operator, employee or any person actually engaged in waiting
upon or servicing a customer shall thoroughly cleanse his or her hands
immediately before serving such customer.

The fees for licensure of barbershops, beauty parlors, tanning salons and nail salons are hereby fixed as set forth in §
479-3. If the fee is not payable at the beginning of the calendar year in which the license is issued, the license shall apply only to the balance of the calendar year during which the fee is so paid or payable.
Violations of this chapter shall be punishable as set forth in Chapter
450, Article
II, General Penalty.
