Three Council members and the Mayor, and in the absence of the
Mayor, four Council members, shall constitute a quorum for the transaction
of business. A smaller number of members may meet and adjourn from
time to time to address issues or problems and report their findings
back to the full body. No official action will be taken at any meeting
when a quorum is not present.
