A bicycle, as herein mentioned, is one operated by human power.
It shall be unlawful for any person to ride or operate a bicycle upon any street or public place, within the Borough, unless said bicycle shall first have been properly registered and tagged as hereinafter provided.
Every owner or operator of any bicycle within the Borough shall, within 10 days after the passage and publication of this chapter, file with the Chief of Police a complete description of such bicycle upon a blank form to be provided for the purpose, which filing shall constitute a registration of such bicycle. Such registration shall be serially numbered and be kept on file by the Chief of Police or Borough Secretary in his office as a public record.
Immediately upon the registration of a bicycle in his office, the Chief of Police, or someone designated by him, may affix an identification tag, serially numbered to correspond with the registration of such bicycle. Such tag shall thereafter remain affixed to such bicycle unless removed by the Chief of Police, or someone in his office designated by him, for cause or for replacement with another tag upon reregistration. A charge per registration, in such amount as shall be set from time to time by resolution of the Borough Council, shall be made for the registration or tagging of any bicycle under the provisions of this chapter.

Bicycles registered under the provisions hereof shall be registered on or before July 1, 1968, and biennially thereafter. The Chief of Police, or someone designated by him, may affix a new identification tag upon each bicycle at the time of such reregistration thereof.
The Chief of Police, or someone designated by him, shall inspect each bicycle presented to him for registration and shall have the authority to refuse to register any such bicycle found by him to be in unsafe mechanical condition, including, but not limited to, a proper light, brakes, and rear reflector or tail light.
Every bicycle operated upon a street or public place, during any of the time between 1/2 hour after sunset until 1/2 hour before sunrise, shall be equipped with a lamp on the front exhibiting a white light visible from a distance of at least 500 feet to the front and with a lamp or reflector on the rear exhibiting a red light visible from a distance of 500 feet to the rear.
Every bicycle shall be equipped with brakes in good condition and with a bell, horn or similar device for giving warning.
The Chief of Police shall have the authority to cancel the registration of and remove the identification tag from any bicycle being operated upon any street or public place in the Borough in an unsafe manner, or in violation of any state law or local ordinance, and such cancellation of registration and removal of tag shall be in addition to other penalties provided hereunder.
Within 48 hours after any bicycle registered hereunder shall have changed ownership, or been dismantled and taken out of operation, such information shall be reported to the Chief of Police by the person in whose name the bicycle has been registered.
Any bicycle being ridden or used on the streets of the Borough, or found without a registration tag, or with an altered or mutilated serial number, shall be considered as not being properly registered and may be taken up and impounded by the Police Department until the person claiming ownership shall establish his right of ownership.

It shall be unlawful to ride a bicycle upon any sidewalk. The rider of a bicycle upon a street or roadway shall ride as near as practicable within five feet of the right hand curb or edge of the roadway except when passing a standing or other vehicle or making a left hand turn at an intersection.
It shall be unlawful for the operator of any bicycle when upon a street or public place, to carry any other person upon the bar, handle or other part of any such bicycle and it shall be unlawful for any other person to so ride upon any such bicycle. It shall be unlawful for every operator of a bicycle to do trick riding, such as riding the same without having his hands on the handlebars when such bicycle is being operated upon any street or public place in said Borough.

Any person who shall violate any of the provisions of this chapter, shall upon conviction thereof be punished by a fine of not more than $300 or by imprisonment in the County Jail for a term of not more than 30 days.
