Subdivision and land development — See Ch. 395.
Borough of Walnutport recreation areas shall be designated as:
A. 
Area 1. Lincoln Avenue Recreation Area.
B. 
Area 2. Lehigh Canal Park.
C. 
Area 3. Open space area on Birch Street.
D. 
Area 4. Open space triangular area located at Fifth, Washington and Carbon Streets.
E. 
Area 5. Open space area located at Washington and Carbon Streets, a/k/a Carbon Street Extension.
The current use of the recreation/open space areas:
A. 
Area 1: consisting of three ballfields, three playground areas, one tennis court, one basketball court, one pavilion, one stage and one recreation building. Organized recreation program, residential recreation, baseball games, home-run derbies, practice fields, tennis, basketball, festivals, pavilion rentals, meetings, concerts, picnics.
B. 
Area 2: consisting of two foot bridges, one storage building, picnic areas. Walking, hiking, biking, jogging, historical tours, picnics, festivals.
C. 
Area 3: open space donated to the Borough from R. Fritzinger to be used for recreational area.
D. 
Area 4: open space containing the Veterans Memorial and Flagpole.
E. 
Area 5: open space.
Improvements made to the recreation/open space areas over a five-year period (1999-2004):
A. 
Area 1: Installation of a tennis court, basketball court, lighting and fencing; maintenance/grooming of three ballfields. including application of Loomis; erection of utility shed and batting cage; repairs and maintenance of playground equipment and surfacing; repairs and maintenance of building, pavilion, band shell and benches.
B. 
Area 2: Installation of two foot bridges; construction of a pavilion (Phase I); improvements to picnic areas and pathways; landscaping; repairs and maintenance of Lock Tenders House, towpath and parking lots; erection of a flagpole and lighting.
C. 
Area 3: Lot remains vacant and unused.
D. 
Area 4: General maintenance of grounds.
E. 
Area 5: General maintenance of grounds.
Proposed Improvements, include but are not limited to, the recreation/open space areas and such other amenities the Borough deems necessary for the health, safety and general welfare of the residents of the Borough:
A. 
Area 1: Construction of a new band shell, renovations to the pavilion and building; repair of fencing; general maintenance of equipment and surfacing; upgrade to equipment.
B. 
Area 2: Improvements to Locks 25, 26 and 27; Phase II Pavilion Project (rest rooms, utility room); landscaping; improvements to four miles of towpath (crushed stone, picnic tables, landscaping); construction of a room under the addition to the Lock Tenders House for office space; renovations to the Lock Tender's House basement and third floor.
C. 
Area 3: General maintenance.
D. 
Area 4: General maintenance.
E. 
Area 5: General maintenance.
Pursuant to Chapter 395, Subdivision and Land Development, Article V, § 395-44, Recreation facilities, a fee established by Borough Council through resolution for each new dwelling unit created in an approved subdivision plan shall be collected and deposited into a Recreation Account to be used as specified in the Borough of Walnutport Recreation Plan.
