As used in this article, the following terms shall have the
meanings indicated:
BICYCLE
A device having two tandem wheels of a diameter not less
than 10 inches and propelled by human power.
Every bicycle operated upon a street or public place at any
time between 1/2 hour after sunset and 1/2 hour before sunrise shall
be equipped with a lamp on the front exhibiting a white light visible
from a distance of at least 500 feet to the front and with a lamp
or reflector exhibiting a red light visible from a distance of 500
feet to the rear, the red reflector or lamp on the rear being of a
diameter of at least 1 1/2 inches. Every bicycle also shall be
equipped with brakes, in good condition, and with a bell, horn or
other warning device.

A. Any person who fails to comply with the provisions of this article shall be issued a Township notice of violation by the Upper Moreland Police Department, imposing a fine based on the quantity of notices of violation the person has been issued for the particular violation, in accordance with the amounts set forth in Chapter
A370. Should the offender fail to pay the fine or challenge the notice of violation within five days of the date of issuance, the Police Department will rescind it and file a non-traffic citation with the Township Magisterial District Judge.

B. Upon summary conviction before a Magisterial District Judge, the
offender shall be sentenced to pay a fine of no less than $50 nor
more than $600 plus costs of prosecution and the Township's actual
attorneys' fees.
