[Adopted 11-10-2008 by Ord. No. 1569 (Title 7, Ch. 2, Art. 1, of the 1977 Code)]
As used in this article, the following terms shall have the meanings indicated:
BICYCLE
A device having two tandem wheels of a diameter not less than 10 inches and propelled by human power.
Every bicycle operated upon a street or public place at any time between 1/2 hour after sunset and 1/2 hour before sunrise shall be equipped with a lamp on the front exhibiting a white light visible from a distance of at least 500 feet to the front and with a lamp or reflector exhibiting a red light visible from a distance of 500 feet to the rear, the red reflector or lamp on the rear being of a diameter of at least 1 1/2 inches. Every bicycle also shall be equipped with brakes, in good condition, and with a bell, horn or other warning device.
A. 
All Pennsylvania vehicle laws applicable to bicycle equipment and/or operation must be observed by all persons operating bicycles in this Township.
B. 
Bicycle operators shall obey all official traffic laws, signals, signs and other control devices applicable to vehicles, unless otherwise directed by a police officer.
C. 
The operator of a bicycle emerging from an alley, driveway or building shall yield the right-of-way to all pedestrians on the sidewalk and to all vehicles on the roadway.
D. 
The operator of a bicycle shall not carry any other person upon the handlebar, frame or any part of the bicycle not specifically intended for that purpose. This provision shall not be construed to prohibit the use of bicycles built to be operated by two or more persons.
E. 
The operator of a bicycle shall not indulge in any abnormal or trick riding and shall keep at least one hand on the handlebars at all times while in use.
F. 
Operators of bicycles shall not ride in any manner other than single file except on paths or part of roadway set aside for the exclusive use of bicycles.
G. 
Operators of bicycles shall not hitch rides on vehicles upon a roadway.
H. 
The operator of a bicycle shall park same upon the roadway at the curb, or upon the sidewalk in a rack to support the bicycle, or against a building, except windows or glass doors thereof, in such manner as to afford the least obstruction to pedestrian or vehicular traffic.

A. 
Any person who fails to comply with the provisions of this article shall be issued a Township notice of violation by the Upper Moreland Police Department, imposing a fine based on the quantity of notices of violation the person has been issued for the particular violation, in accordance with the amounts set forth in Chapter A370. Should the offender fail to pay the fine or challenge the notice of violation within five days of the date of issuance, the Police Department will rescind it and file a non-traffic citation with the Township Magisterial District Judge.

B. 
Upon summary conviction before a Magisterial District Judge, the offender shall be sentenced to pay a fine of no less than $50 nor more than $600 plus costs of prosecution and the Township's actual attorneys' fees.
