No public exhibition of any sport, amusement, circus, menagerie, game, show, concert, opera, roller skating, theatrical, or other performance, public dance, or ball shall be made or given without a license from the Mayor; provided, however, that exhibitions, performances, or entertainments given for religious, charitable, or public purposes and all exhibitions of outdoor games and sports are hereby excepted from the provisions of this chapter. All licenses must be issued by the City Clerk, under the Seal of the city, by order of the Mayor, and all fees for the same must be paid to the City Clerk.
A. 
No person or persons, being the owners, proprietors, lessees or janitors of any public hall in said City, shall suffer or permit such hall to be used for the purpose of giving any concert, opera, theatrical or other public amusement or performance, without having first received from the proprietor or agent of the person or persons giving such performance a written or printed license from the City therefor.
B. 
Every place in said City wherein any public amusement, concert, opera, play or other public exhibition shall be held shall be deemed a public hall within the meaning of this chapter.

The Mayor shall have the power to grant yearly licenses to the owners or lessees of any place or public amusement upon such terms as the Common Council may prescribe.
Every person who shall violate the provisions of § 198-1 or 198-2 shall pay a fine of not less than $5 nor more than $50 for every such offense.
The license prescribed in the preceding sections shall be issued by the City Clerk, and moneys therefor shall be received by him, and he shall keep a complete record of the same, specifying the name or style of exhibition licensed, the name of licensee, the date and time for which said license is given, and amount of money received therefor, which date, name, time, limit and price shall also appear on the face of the license.
