The Mayor and Board of Selectmen are hereby authorized to create, implement and maintain a garbage and recyclable pickup system for the Town and to execute such contract or contracts as may be in the best interest of the Town to implement such system. The Mayor and Board of Selectmen are also authorized to modify or discontinue any such system if it is determined to be in the best interests of the Town. Included in this system shall be authority to adopt and implement a pay per user system which shall be designed to control the character and amount of solid waste to be covered by the curbside pickup program. The Board of Selectmen are specifically authorized to set such fees for such system as they deem proper and expedient to encourage proper disposal of all wastes and to encourage recycling.
