The Director or his designated representative may enter the premises of any water taker at any reasonable time to examine the condition of the water pipes, meters, and fixtures.

All applications for the introduction and use of water must be made at the office of the Water Pollution Control Authority. Blank forms will be furnished and must be filled out, stating truly and fully the various uses to which the water is to be applied, and must be signed by the owner or owners of the premises or by their duly authorized agent, before the supply will be furnished.

The water service pipe may be laid by the Water Pollution Control Authority to the inside of the cellar wall, or other place desired, and furnished with a stop and waste value. All water service pipe within the street limits shall be laid at the expense of the Authority, and the owners of the premises shall pay for all that comes within the limits of their property.

When water shall be supplied to more than one party through a single service, the bill for the whole supply furnished through such service will be made to the owner of the estate.
In all premises where no meter is used, every faucet, water closet, bathtub, set bowl, sink, fountain, or any other fixture, whether used or not, will be charged for as long as it shall remain connected with the water pipes.
There shall be no waste of water, no concealment of the purposes for which it is used, and water shall not be left running to prevent freezing.
The taking of water through a hose from any connection other than an outside silcock (using a hose through a window, etc.) shall constitute a violation of Authority regulations and shall be punishable by a fine of $100 being imposed without further notice.

No alteration in water pipes or fixtures shall be made and no additional fixtures put in without previous notice to the Water Pollution Control Authority giving the plumber's name and changes to be made.

Any person or firm shall, within one week of the completion of any work, make and file a complete return to the Water Pollution Control Authority of all the uses to and for which water is applied, and all fixtures altered or added to pipes supplied with the City water.

All persons taking the water shall keep the service pipes within their premises in good repair and protected from frost at their own expense, and they will be held liable for all damage which may result from failure to do so.
No consumer shall supply other persons or families with water, except for drinking on the premises, nor shall any person take or carry away any water from any hydrant, watering trough, or public fountain, without the consent of the Water Pollution Control Authority.

The Water and Sewer Commission reserves the right to shut off the water from any of the mains, upon notice, while making extensions, repairs, and for all similar purposes; and furthermore, to shut off the water without notice whenever the emergencies of the case require, and to keep it shut off as long as may be necessary.
The Water and Sewer Commission also reserves the right, whenever it shall be deemed necessary to keep up the supply for domestic purposes, to stop or limit the supply for any other purposes.
A charge as set forth in Chapter 206, Fees and Charges, Article IV, will be made in all cases where the Authority is requested to shut off the supply of water. Service that has been shut off under such circumstances will be restored at the property owner's request with an additional charge as set forth in Chapter 206, Fees and Charges, Article IV.

In case of violation by a water taker of any regulations established by the Water Pollution Control Authority, or for nonpayment of rates, the supply may be cut off from the premises in default, and the water will not again be turned on until all causes of complaint have been removed and dues paid, with an additional payment as set forth in Chapter 206, Fees and Charges, Article IV, for turning on the water.

Other than when a water shortage emergency has been declared by the Director, the use of outside faucets used for washing, sprinkling or watering lawns is allowable for a period up to two hours a day. During a water shortage emergency, the use of outside faucets for washing, sprinkling or watering lawns is prohibited. For violation of the rules concerning the use of hose, a fine of $100 will be imposed, and if said fine is not paid within five days after notice the water will be shut off.
