No commercially operated or licensed vehicle having a gross
weight of 10,000 pounds or greater shall be parked for more than four
hours on any public street in the Putnam Special Services District,
except as follows:
A. When actively engaged in the pursuit of business, i.e., loading,
unloading, installation or repair.
B. On an incidental use, such as by a utility serviceman or mechanical
systems repairman, or other incidental use approved by the Chief of
Police.
In the event any such vehicle is found parked in violation of
this article, a police officer may serve upon the owner or operator
of such vehicle, or attach to such vehicle, a notice directing the
owner or operator thereof to appear at the police headquarters of
the District before the time specified in such notice. When any person
shall receive such notice from the Police Department to appear at
the police headquarters of the District, such person may pay, in person
or by mail, to the Police Department, within seven days of the issuance
of such notice, the sum of $50, and upon payment a prosecution under
this section for the violation in question shall be barred. If, however,
no such payment is made, such person shall be guilty of a misdemeanor
and upon conviction shall be punished by a fine of $99.
