This article shall be known and may be cited as the "Normandy Oaks Park Ordinance."
This is an ordinance to amend Article III of Chapter 515 of the Royal Oak City Code, the Normandy Oaks Golf Course Ordinance, to authorize the sale of up to 10 acres of the fifty-acre property and conversion of the remaining property to a City park, with the sale proceeds to be dedicated to improvements at this new park site, the existing Royal Oak Golf Course and other City parks.
For purposes of this article, the Normandy Oaks Golf Course is legally described as follows:
T1N, R11E, Sec 5 Nordwood Estates Sub, Lots 65 to 78 incl, also Lots 93 to 113 incl, also lots 132 to 154 incl, also Lots 173 to 190 incl, also Lots 209 to 225 incl, also all of vac Nakota, Massoit, Leafdale and Elmhurst Roads adj thereto, also 1/2 vac Woodland Ave adj Lots 67 to 70 incl
Part of Parcel No. 63-72-25-05-251-002, commonly known as Normandy Oaks Golf Course, 4234 Delemere Boulevard.
The Royal Oak City Commission hereby makes the following findings:
A. 
The Normandy Oaks Golf Course has been used as a recreational facility by a significant number of residents of the City and their guests for a number of years.
B. 
While the golf course property is a valuable recreational resource for the City and its residents, its highest and best use is no longer as a golf course.
C. 
Up to 10 acres of the fifty-acre property can potentially be sold. If this portion of the property is sold, the remainder of the property can be converted to a City park and the sale proceeds can be dedicated to fund improvements at this new park site, the existing Royal Oak Golf Course and other City parks.
D. 
The sale of this portion of the property for these purposes would be in the best interest of the City and its residents.
The City is hereby authorized to sell up to 10 acres of the fifty-acre Normandy Oaks Golf Course. If this portion of the property is sold, the remaining property shall be converted to a City park and the sale proceeds shall be dedicated to fund improvements at this new park site, the existing Royal Oak Golf Course and other City parks.
