The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
B.
It shall be unlawful for any person to park or stand any motor vehicle
unattended upon a public street in the City of Fulton between the
hours of 1:30 a.m. and 5:30 a.m., except that such parking shall be
permitted, with the exception of commercial vehicles, from April 1
to November 1 of each year, except in the business district.
C.
No tractor-trailer shall be allowed to park on any City street for
more than two hours on any day. "Parking" is defined as the standing
of a vehicle, whether occupied or not, otherwise than temporarily
for the purpose of and while actually engaged in loading or unloading
merchandise or passengers.

A.
No motor
vehicle shall be parked upon any public street in the City of Fulton
unless a valid certificate of registration is displayed upon the automobile
and in accordance with Subdivision 1b of § 401 of the Vehicle
and Traffic Law.
B.
No motor
vehicle shall be parked upon any public street in the City of Fulton
if the registration assigned to said motor vehicle has been suspended
or revoked by the New York State Department of Motor Vehicles and
in accordance with § 512 of the Vehicle and Traffic Law.
A.
The Common Council has the authority, by resolution, to designate
parking-restricted areas on the public streets in the City of Fulton.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 608-59), attached to and made a part of this chapter.
A.
The Common Council has the authority, by resolution, to designate
parking-limited areas on the public streets in the City of Fulton.
No person shall stop a vehicle during the times specified in Schedule XVIII (§ 608-62) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XIX (§ 608-63) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIX, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XX (§ 608-64) at any time between the hours listed in said Schedule XX of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XX, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XXI (§ 608-65) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXII (§ 608-66), attached to and made a part of this chapter, are hereby designated as handicapped parking zones.
No person shall park a vehicle, during the time period designated, upon any of the streets or parts thereof described in Schedule XXIIA (§ 608-67), attached to and made a part of this chapter.
A.
In all instances, "loading zones" shall mean that portion of the
street set apart and designated by the Common Council for the loading
and unloading of vehicles.

The parking of any vehicle with dimensions meeting or exceeding any
of the following: eight feet in width, eight feet in height and/or
18 feet in length, is prohibited at all times on streets in R-1, R-1A,
R-2 and R-3 Districts.

B.
No vehicle described in Subsection A shall be allowed to park on any other City street for more than two hours.
C.
"Parking" is defined as the standing of a vehicle, whether occupied
or not, otherwise than temporarily, for the purpose of and while actually
engaged in loading or unloading merchandise or passengers.
D.
No vehicle described in Subsection A herein shall be allowed to park on any other City-owned or City-maintained property unless authorized to do so by resolution of the Common Council.
E.
No vehicle described in Subsection A shall be allowed to park on any sidewalk or between the sidewalk and curbline in any R-1, R-1A, R-2 or R-3 Districts. If there is no sidewalk, no vehicle described in Subsection A shall be allowed to park within eight feet of the curbline in R-1, R-1A, R-2 and R-3 Districts.

F.
No tractor shall be idled more than 15 minutes for warmup or arrival
at a residence while parked in any residential neighborhood.
G.
Detached commercial trailers shall be banned from parking at Indian
Point Landing and Bullhead Point.

H.
No vehicle or combination of vehicles described in Subsection A, except for passenger vehicles with empty boat trailers, shall be allowed to park at Indian Point Landing or Bullhead Point for more than two hours, except when authorized by permit or during snow emergencies.
