The Police Department of the City of Fulton is hereby authorized
to remove or cause the removal of any vehicle left parked or standing
on any street or parking lot of the City in violation of any provision
of this chapter or rules or regulations adopted pursuant to the provisions
thereof.
When any such vehicle is so removed, it shall be transported
to a suitable storage space or garage. A record shall be made of the
license number of the vehicle and the location at which the vehicle
is stored, and the owner thereof shall, with due diligence, be notified
by the Police Department of the place where said vehicle is located.
The cost of removal or towing shall include storage up to eight
hours; shall be reasonable as is customary in the City of Fulton,
and the cost of storage thereafter shall be reasonable as is customary
in the City of Fulton; and such costs of removal or towing and storage
shall be a charge against the owner of such vehicle. Before the owner
or person in charge of such vehicle shall be entitled to remove the
same, he shall pay the towing or storage charges, furnish evidence
of his identity and ownership and give a proper receipt therefor.
The reasonable as is customary in the City of Fulton charges as described
shall be based upon what other providers of the same services charge
in the City of Fulton.
The owner or keeper of any garage or other storage space where
such vehicle shall be stored shall have a lien upon the same for his
towing and storage charges at not to exceed the rates described above.
The removal and storage of such vehicle shall in no way prevent
prosecution for the violation of any provision of this chapter upon
which such removal was based.
