After the effective date of this chapter, all commercial establishments
offering adult entertainment that wish to remain in operation shall
apply for a permit as provided herein, and shall not operate unless
and until a permit has been issued.
If any section, subsection, sentence, clause, phrase or portion
of this chapter is held to be invalid or unconstitutional by a court
of competent jurisdiction, then that decision shall not affect the
validity of the remaining portions of this chapter.
