The purpose of this chapter is to protect the public health, welfare, safety, peace and tranquility by regulating the operation of skateboards, scooters, skates and in-line skates in heavily trafficked areas within the Village of Greene.
This chapter shall hereafter be known and cited as the "Village of Greene Skate Device Safety Law."
For the purpose of this chapter, the following definitions shall apply:
IN-LINE SKATES
Shoes, skates or footwear with a single row of roller wheels and commonly referred to as "roller wheels."
ROLLER SKATES
Shoes, skates or footwear with two or more rows of roller wheels.
SCOOTER
A skateboard that also includes a vertical bar and handlebar used for steering purposes.
SKATEBOARD
A narrow board of wood, plastic, fiberglass or similar material with roller skate or other type of wheels attached to each end and used for gliding or moving on any hard surfaces, without a mechanism or other device for steering while being used, operated or ridden.
No skateboarding, rollerblading or two-wheeled scooters shall be allowed on Genesee Street from State Route 12 on the west end to the Village line/State Route 206 on the east end. Excepted are rollerbladers/skateboarders who are crossing Genesee Street to further their destination within the Village.
A. 
All first-time offenders shall receive a written warning.
B. 
A second or subsequent offense within 120 days shall constitute an offense punishable as stated below:
(1) 
If the violator is 16 or older, confiscation of the skate device for a period of two weeks.
(2) 
If the violator is 15 or younger, confiscation of the skate device for a period of two weeks, plus notification of parent or guardian.
