The Police Commissioner may make and promulgate such rules and
regulations and prescribe such forms as are necessary to carry out
the provisions of this chapter. Such rules and regulations shall,
before becoming effective, be published at least once in the official
newspapers of the City of Yonkers.
It shall be the duty of the Police Commissioner and Police Department
of the City of Yonkers to see that all the laws and ordinances regulating
taxicabs are complied with.
Any person who shall permit another to operate or who shall
knowingly operate or offer to operate for hire any vehicle as a taxicab
or Class B taxicab or sightseeing bus in the City of Yonkers without
first having obtained an appropriate license therefor shall be guilty
of a violation hereof.
Any person not having been duly licensed as a driver or a person
whose driver's license has been revoked or suspended and who,
during the time of such revocation or suspension, drives or operates
for hire a taxicab or Class B taxicab or sightseeing bus in the City
of Yonkers shall be guilty of a violation hereof.
In case the person violating any provision of this chapter is
a corporation, the officer, agent or employee thereof who shall violate
or procure, aid or abet any violation of any of the provisions of
this chapter or permit the operation of any taxicab or sightseeing
bus contrary to the requirements thereof shall be subject to the same
penalties as if such person were personally operating such vehicle
at the time such violation was committed.
