The position of Motor Vehicle Operator for Elderly and Handicapped
Persons is hereby created in and for the Borough of Wallington, by
and subject to the provisions of this article, in accordance with
the laws of the State of New Jersey.
The Motor Vehicle Operator for Elderly and Handicapped Persons
shall be appointed by the Mayor with the advice and consent of the
Council, with a salary to be set by a majority of the Council, and
shall serve at the pleasure of the Mayor and Council. Said operator
shall only be removed after a determination by the Mayor and Council
that just cause exists for his removal, and he shall be removed only
by a majority vote of the Borough Council.
The Borough Motor Vehicle Operator for Elderly and Handicapped
Persons shall be chosen on the basis of ability and qualifications
with special regard to any experience in driving and operating a multiple-passenger
motor vehicle for elderly and handicapped passengers on assigned or
established routes and/or directly to and from their homes to desired
destinations and back, and doing related work as required.
The Borough Motor Vehicle Operator for Elderly and Handicapped
Persons shall have the following duties:
A. Under direction, drive motor vehicles used in transporting elderly,
handicapped and mentally retarded passengers on assigned established
routes to and/or directly from their homes to desired destinations
and back; does related work as required.
B. Assist senior citizens and the handicapped into and out of vehicles
and, where required, escort persons to and from their homes, doctors'
offices, markets, etc.
C. Operate a hydraulic lift mechanism to assist passengers confined
to wheelchairs on and off vehicles and assists them into and out of
seats.
D. Assist passengers boarding or dismounting vehicle by lifting heavy
and cumbersome packages or, if needed, from the store and into person's
home.
E. Maintain general file on regular passengers which lists nature of
their illness, name, address and telephone number of their doctor
and possible emergency treatment to be administered should passenger
have epileptic seizure and/or heart attack.
F. Check vehicle for operating safety.
G. Inspect vehicle at start and end of each trip for cleanliness and
general condition.
H. Maintain records of all trips.
Appointees must have the following knowledge and abilities:
A. Knowledge of the geography of the jurisdiction.
B. Knowledge of safety precautions in dealing with the elderly and physically
and mentally handicapped persons.
C. Knowledge of the appropriate procedures to be used in dealing with
the elderly and physically handicapped and mentally handicapped persons.
D. Ability to get along with the elderly and physically and mentally
handicapped persons.
E. Ability to understand the needs and special problems of the elderly
and physically and mentally handicapped and to deal with the same
in a compassionate, sympathetic and calm manner.
F. Ability to drive vehicles in a skilled and safe manner.
