[Adopted 5-13-1970 as Sec. 4-7 of the 1970 Revised General Ordinances (Ch. 281, Art. I, of the 1992 Code)]
The owners of lands abutting or bordering upon the sidewalks of the public streets, roads, avenues and highways in the Borough shall remove or cause to be removed from the sidewalks in front of or bordering on their lands all snow or ice within 12 hours of daylight after it shall fall or be formed thereon. In the event of ice which may be so frozen as to make removal impractical, sand, sawdust, ashes, salt or other harmless substance shall be applied to the portion not removed and, as soon as possible thereafter, the remainder shall be removed, together with any substance which has been applied to it.

In case the owner of any land abutting or bordering upon any public street, road, avenue or highway in the Borough shall neglect or refuse to remove the snow or ice within the time provided, it shall then be the duty of the Police Department to patrol the Borough and report all such violations. The report shall give the name and address of the owner and location of the property. It shall then be the duty of the Superintendent of Public Works or the officer having charge of the public highways, streets, roads and avenues of the Borough to remove the snow or ice or cause it to be removed.
The cost for removing snow and ice from any sidewalk shall be certified by the Superintendent of Public Works to the Council, which shall examine the certificate and cause the cost to be charged against the lands abutting or bordering the sidewalk. The amount so charged shall become a lien upon the lands and shall be added to the taxes to be assessed and levied on the lands and be collected and enforced according to law.[1]

No owner, tenant or occupant of any premises abutting any street, nor any person working for or on behalf of any owner, tenant or occupant, shall throw, place or deposit any snow or ice upon the public street in front of their property or upon any municipal fire hydrant. The intent of this section is to prohibit all persons from throwing, placing or depositing snow or ice from the private driveway, parking areas or on the sidewalk in front of the property, upon the municipal street or sidewalks of the Borough or upon any municipal fire hydrant.

Any violation of this article shall, upon conviction, be punishable as provided in Chapter 1, Article II, General Penalty, of the Code of the Borough of Wallington.
