There shall be created and is hereby created the position of part-time school crossing guard, the number of which is not to exceed 35.
A. 
The power to appoint such part-time school crossing guards is hereby vested in the Director of the Department of Public Safety.
B. 
No person, male or female, shall be appointed to the position of part-time school crossing guard unless he or she:
(1) 
Is a citizen of this state.
(2) 
Is sound in mind and body.
(3) 
Is of good moral character.
(4) 
Has not been convicted of any criminal offense involving moral turpitude.
C. 
An adult school crossing guard shall not be a member of the Police Department or force of the municipality, and his powers and duties shall cease at the expiration of the term for which he was appointed. They shall not have the right to bear firearms or the power of arrest.
D. 
Every adult school crossing guard shall be under the supervision and direction of the Police Chief or his designee.
E. 
They shall comply with the rules and regulations applicable to the conduct and decorum of the regular police officers.
F. 
Before any such appointments, the Police Chief shall ascertain the eligibility of the applicant and make a report to the Director of the Department of Public Safety.
G. 
Every person appointed to the position of part-time school crossing guard shall be trained for the proper performance of their duties and responsibilities. Such training shall consist of a minimum of two hours of classroom instruction, which shall include information on methods of traffic control and the duties and responsibilities of adult school crossing guards, and a minimum of 20 hours of field training in which the trainee shall be supervised by an experienced adult school crossing guard or a regular police officer.
H. 
The Director of the Department of Public Safety shall provide a suitable uniform, distinct from members of the uniformed police force, to include but not limited to a safety vest, hat and breast and hat shields, which cost shall be borne by the City of Hoboken and shall be returned to the City of Hoboken upon termination of employment.
I. 
The Police Chief shall have the right to position adult school crossing guards on any street or highway, provided that such guards may be stationed only when it is necessary to control or direct vehicular or pedestrian traffic, during those time periods of a school day when it is necessary to control traffic or during any special event or program involving pedestrian crossings whenever it is deemed to be in the best interests of public safety.
J. 
Part-time school crossing guards shall not be employed in any calendar year for a period longer than 180 school days, and their hours of employment during each school day shall consist of the following:
(1) 
7:45 a.m. to 9:15 a.m.
(2) 
11:15 a.m. to 1:15 p.m.
(3) 
2:15 p.m. to 3:30 p.m.
K. 
There shall be created the position of part-time school crossing guard supervisor, with a per diem salary of $9 per hour.
L. 
Each person so employed as a part-time school crossing guard shall receive a per diem salary of the following for each actual day of employment or such portion thereof, in the event that their services are required less than the hours prescribed in Subsection J of this section:
(1) 
First year: $6.50 per hour.
(2) 
Second year: $7 per hour.
(3) 
Third year: $7.50 per hour.
M. 
The Director of the Department of Public Safety shall have the power to promulgate such rules and regulations as he may deem advisable for the efficient operation of the part-time school crossing guards not inconsistent herewith.
