There shall be appointed by the Director of the Division of
Human Resources an officer to be called the "City Physician," and
another officer to be known as the "Assistant City Physician," who
shall be resident citizens in regular practice within the limits of
the City of Hoboken at the time of their appointment.
The City Physician and the Assistant City Physician shall be
under the immediate jurisdiction and direction of the Director of
the Division of Human Resources, and the officers shall render all
necessary professional aid and skill to all indigent persons and paupers
residing in the City of Hoboken as may call upon them for that purpose
or such as the Welfare Director, under the direction of the Director
of the Division of Human Resources, may direct.
When the City Physician shall be called upon to attend an indigent
person and shall deem it necessary to have such person removed to
the poorhouse or hospital or such other place as may be established
by law for the reception of paupers, the City Physician shall notify
the Welfare Director, in writing, stating the reason for such removal,
and the Welfare Director shall immediately investigate the case and,
if found necessary, with the approval of the Director of the Division
of Human Resources, shall cause such indigent person to be removed
to the poorhouse, hospital or other place established by law for the
reception of paupers.
The City Physician and the Assistant City Physician may be removed
for malpractice and neglect of duty or for any just cause after notice
and hearing according to law and shall hold office from the first
Monday in May after their appointment until their successors shall
be appointed and sworn into office, unless sooner removed.
