The Town of Poestenkill shall furnish the meters for all water services connected to a public water system within the Town of Poestenkill. The cost of the meters shall be determined from time to time by the Town Board and shall be paid for by the owner, developer, or builder upon procurement of the water service permit. All water meters shall remain under the full ownership and control of the Town of Poestenkill.
If the property owner feels that a meter is not reading correctly, he may request, in writing, that the meter be tested. If the meter is found to be within ±1.5% of one-hundred-percent accurate at all normal test flows as shown in Table 1 AWWA C700-64, a charge will be made to the property owner for the meter test; the amount thereof to be equal to the cost charged therefor by the manufacturer, its representative, or designated test facility. If the meter is found to be more than 1.5% slow, the water bills for the preceding two billing periods will be adjusted in favor of the Town. If the meter is found to be more than 1.5% fast, the water bills for the preceding two billing periods will be adjusted in favor of the property owner.
A. 
The owner shall protect from damage or freezing any meter installed on a waterline on his premises. In the event of any damage whatsoever, except ordinary wear, that meter shall be removed and repaired by the Town of Poestenkill, and the cost thereof shall be paid by the owner. A meter shall be kept accessible at all times for inspection and repair.
B. 
No person, except an employee of the Town of Poestenkill, shall remove a meter from a waterline, break a meter seal, remove a register, change a meter setting, or tamper with a meter in any manner. A violation of this section shall result in water service being discontinued at a structure until such time as a water payment is made to the Town. The water payment shall be equal to the estimate of water loss plus 20%.
A. 
The meters in all water districts will be read and the customer billed in accordance with schedules established by the Town Board. Nothing herein contained shall require uniformity of schedules among the respective water districts within the Town of Poestenkill. Generally, meters shall be read once every three months.
B. 
Each property owner will be responsible for making sure the meter can be read electronically from the outside of the structure or the reader can get in the premises by appointment to read the meter if there is a problem.
C. 
If, for any reason, the meter reader cannot get a reading during any reading period, the amount of the water consumption for billing purposes will be estimated on the basis of previous readings.
D. 
Water consumption will only be estimated for one billing period and the meter must be read electronically or manually for the next billing period.
E. 
Special meter readings will be made upon reasonable advance request or whenever the ownership or tenant occupancy of a property is changing hands, at no charge to the property owner. Any other special reading requested by a property owner will be charged for at a rate established by the Town Board.
