The office of Manager is hereby created.

The Manager shall be appointed by majority vote of the Board of Commissioners for an indefinite term. He shall be chosen by the Board of Commissioners solely on the basis of his executive and administrative qualifications, with special reference to his actual experience in or his knowledge of accepted practice in respect to the duties of his office hereinafter set forth. At the time of his appointment, he need not be a resident of the Township or state; but within a reasonable length of time thereafter, to be determined by the Board of Commissioners, he shall reside within the Township.

The Board of Commissioners may remove the Manager at any time by majority vote of its members. If requested, the Board of Commissioners shall grant him a public hearing within 30 days following notice of removal.

The Manager shall be the chief administrative officer of the Township. He shall be responsible to the Board of Commissioners for the proper administration of all affairs of the Township. To that end, he shall have power and shall be required to:
A. 
Recommend to the Board of Commissioners, for its action, the appointment, suspension or removal of any officer or employee of the Township.
B. 
Prepare the budget annually and submit it to the Board of Commissioners, together with a message describing the important features, and be responsible for its administration after adoption.
C. 
Keep the Board of Commissioners advised of the financial condition and future needs of the Township and make such recommendations as he may deem desirable.
D. 
Recommend to the Board of Commissioners (from time to time) adoption of such measures as he may deem necessary or expedient for the health, safety, or welfare of the community or for the improvement of administrative services.
E. 
Attend all meetings of the Board of Commissioners unless excused therefrom and take part in the discussion of all matters coming before the Board. He shall be entitled to notice of all regular and special meetings of the Board of Commissioners.
F. 
See that all laws and ordinances are duly enforced.
G. 
Investigate the affairs of the Township or any department or division thereof; investigate all complaints in relation to matters concerning the administration of the government of the Township.
H. 
Devote his entire time to the discharge of his official duties.
I. 
The Township Commissioners may, from time to time, assign such other duties to the Township Manager as said Commissioners may deem necessary for the efficient operation of the affairs of the Township.

In case of accident, disaster, or other circumstance creating a public emergency, the Manager may award contracts and make purchases for the purpose of meeting said emergency, but he shall file promptly with the Board of Commissioners a certificate showing such emergency and the necessity for such action, together with an itemized account of all expenditures.

The Manager shall furnish a surety bond to be approved by the Board of Commissioners, said bond to be conditioned on the faithful performance of his duties. The premium of the bond shall be paid by the Township.

The Manager shall receive such compensation as the Board of Commissioners shall fix, from time to time, by ordinance or resolution.

Any person employed under the terms of this Part shall serve a six-month probationary period commencing from the time of his/her employment. If, at any time during the aforesaid probationary period, the Commissioners have deemed that said Township Manager shall have performed his/her duties in an inefficient manner, then the Commissioners shall be hereby entitled to terminate the employment of the Township Manager without recourse.

Wherever the masculine is used in this Part, the same shall include both masculine and feminine without distinction.
