The Borough Council of New Britain may, from time to time, amend,
supplement, change, modify or repeal this chapter by proceeding in
the following manner.
The words "amend," "amendment," "amendments" or "amended" in
this chapter shall be deemed to include any modification of the text
or phraseology of any provision or amendment thereof, or any repeal
or elimination of any such provisions or part thereof, or any addition
to the chapter or to an amendment thereof.
The Borough Council, at a regular or special meeting, shall
fix the time and place of a public hearing on the proposed amendment
and cause public notice thereof to be given as follows:
A. Notice shall be published once each week for two consecutive weeks
in a newspaper of general circulation in the Borough. Such notice
shall state the time and place of hearing and the particular nature
of the matter to be considered at the hearing. The first publication
shall not be more than 30 days and the second publication shall not
be less than seven days from the date of the hearing. A copy of the
amendment shall be supplied to a newspaper of general circulation
in the Borough at the time the public notice is published.
B. The notice shall state that full opportunity shall be given to any
citizen and all parties in interest to be heard at such hearing. The
notice shall state where in the Borough copies of the proposed amendment
may be examined without charge or obtained for a charge not greater
than the cost thereof.
C. An attested copy of the proposed amendment shall be filed in the
Bucks County Law Library.
D. All proposed amendments not originating with the Borough Planning
Commission before adoption shall be referred to the Borough Planning
Commission. All proposed amendments shall be forwarded to the Bucks
County Planning Commission at least 30 days prior to the public hearing
for its written recommendations.

E. In the event substantial amendments are made in the proposed ordinance
or amendment, before voting upon enactment, the Borough Council shall,
at least 10 days prior to enactment, readvertise in one newspaper
of general circulation in the Borough a brief summary, setting forth
all the provisions in reasonable detail together with a summary of
the amendments.
F. Within 30 days after adoption, the Borough shall forward a certified
copy of any amendment to the Bucks County Planning Commission.
