The Borough of West Mifflin shall no longer accept, collect, haul or dispose of motor vehicle tires or any other type of vehicle tires in the municipal garbage, trash or rubbish collection system.
All persons, corporations, partnerships, joint ventures, nonincorporated associations, or any other entities are hereby prohibited to place, locate, abandon or dispose of any motor vehicle tire or any other type of vehicle tire within the garbage, trash, or rubbish that is collected, hauled and disposed of by the Borough of West Mifflin.
No person, corporation, partnership, joint venture, nonincorporated association, or any other entity shall abandon, place, locate or dispose of any motor vehicle tire or any other type of vehicle tire on any other person's realty, whether public or privately owned, in such a manner that the identity of the owner or the identity of the person who abandoned, placed or disposed of said motor vehicle tire or any other vehicle tire cannot be readily ascertained by the Borough of West Mifflin or a nonconsenting realty owner will have to collect, haul, and dispose of the same.
In any residential zoning district, motor vehicle tires or any other type of vehicle tire not attached to the wheels of the vehicle or secured in or on the vehicle as the spare tire shall be stored solely in a structure containing four walls, a roof, and a door with a secure lock.

Any person who shall violate or fail to comply with the provisions of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, and costs of prosecution, and, in default of payment of the fines and costs, shall undergo imprisonment for a period not exceeding 30 days. Each day that a violation is permitted to exist shall constitute a separate offense.
