No person, firm or corporation, whether an employee, public
official, or otherwise, shall affix or place on the exterior or interior
walls, doors or windows, or place in or around the municipal buildings,
or the perimeter of the municipal buildings, any signs, posters, notices,
correspondence, newspaper or magazine articles which are political,
opinionated or advocating in nature or irrelevant to Borough business.
From and after the enactment of this article, only notices,
correspondence, and signs which directly relate to the business of
the Borough office or required by statutes and regulations of the
Commonwealth of Pennsylvania, the United States government or the
Borough of West Mifflin shall be allowed. Such postings shall be limited
to bulletin boards provided for such purposes; provided, however,
that signs and notices pertaining to the public health, welfare and
safety shall be permitted, including, but not limited to, "No Smoking"
signs, "Exit" signs, and directional signs.
No notices, signs, correspondence, placards, statements, newspaper
or magazine articles or cartoons shall be permitted on the windows,
doors or walls of the municipal buildings, except the following:
A. Designation of the office.
B. The business hours of the office.
C. Whether the area is private, secured or public.
D. Periodic decorations to commemorate a holiday, for a reasonable period
before and after said holiday.
E. Public notices required by law, statute or regulation of the Commonwealth
of Pennsylvania, United States government or the Borough of West Mifflin
to the general public.
The Building Committee of the Council of the Borough of West
Mifflin shall also permit to be affixed to the wall, in a reasonable
number, the following:
A. Photographs and paintings of a purely decorative or nonpolitical
nature.
B. Placards of events endorsed or sponsored by the Borough of West Mifflin,
Commonwealth of Pennsylvania, County of Allegheny or United States
of America.
C. Maps, charts, graphs and plaques directly relevant to Borough business.
The Borough Council, the Building Committee or the Mayor may
designate and direct any employee or official of the Borough to immediately
remove all postings, notices, signs, newspapers, magazine articles,
cartoons, or placards not authorized by this article. A written notice
shall be given by personal service or by certified United States mail
to any person, firm, employee, public official or corporation to cease
and desist from the placing of unauthorized data on the premises of
municipal buildings. Any subsequent violation by any person, firm,
employee, public official, corporation or association shall be subject
to the criminal proceedings hereinafter set forth. Any employee who
violates this article shall also be subject to disciplinary action
as Council, in its discretion, sees fit.

Any person, firm, employee, public official, corporation, or
association who or which shall violate or shall fail, neglect or refuse
to comply with any of the provisions of this article shall, upon conviction
thereof, be sentenced to pay a fine of not more than $600, and costs,
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 30 days. Each day that a violation of this article continues
shall constitute a separate offense, and notice after the first notice
shall not be necessary in order to constitute an offense.
