The following documents shall be submitted prior to a formal
application for conceptual plan review:
A. Full-size and reduced-size plans depicting the proposed revised lot
line in the quantity and media type required by the Planning Board
and including the following data and information:
(1) General information sufficient to adequately describe the existing
conditions of the site and the proposed development. This information
may include data on existing covenants, land characteristics and available
community facilities and utilities, and information describing the
proposed layout, such as number of lots, typical lot width and depth,
price range, business areas, proposed parks and recreation areas,
other public and private areas and amenities, proposed covenants,
and proposed utilities, streets and driveway improvements.
(2) A soils map indicating prime and/or statewide important soils, as defined by the most recent version of the Soil Survey of Putnam County, New York, on the property, along with the hydrological soils group of the on-site soils pursuant to §
77-34.2 of the Town Code.
(3) The topographic survey shall show the proposed layout of streets,
lots and other features in relation to existing conditions.
(4) A graphic of the resource analysis overlain on the conceptual plan
is required unless otherwise waived by the Planning Board.
The following documents shall be submitted for approval:
A. Revised lot line application, completed in full.
B. Consent of property owner(s) form, completed in full with original
signatures.
C. Short form environmental assessment form, completed in full.
D. Full-size and reduced-size plans depicting the proposed revised lot
line in the quantity and media type specified by the Planning Board
and including the following data and information:
(1) An accurate survey depicting the condition of the affected properties
as of the time of the application prepared by a New York State licensed
land surveyor, including the date of the survey, the date the map
was prepared, a North point, scale, and the name and address of record
owner(s) and the surveyor, and depicting the lot line(s) to be revised.
(2) Site data table listing the name of any school, fire or special districts,
zoning designations of parcels, required and proposed lot area, required
and proposed lot width, and required and proposed road frontage. Lot
sizes must be shown in square feet or acres.
(3) Location map: scale one inch equals 400 feet.
(4) Unless waived or modified by the Planning Board:
(a)
Location of existing watercourses, surface waters, and regulated
wetlands and wetland buffer areas.
(b)
Location of existing sewers, water mains, culverts, driveways
and drains on the property with pipe sizes, grades and direction of
flow.
(c)
Existing contours with intervals of five feet or less.
(d)
Location of existing property lines, streets, easements and
buildings.
(e)
Names, addresses and tax identification numbers of all adjacent
property owners.
(5) The grantor of lands shall submit a proposed deed conveying the portion
of land to the adjoining lot or parcel owner. Said deed must contain
a clause stating that:

"This parcel of land is conveyed pursuant to a revised lot line
approved by the Planning Board of the Town of Kent, on (date) and
does not create any new or additional building lots or parcels."

(6) The owner of the adjoining lot or parcel shall submit a proposed
deed describing, as a single parcel, the existing adjoining lot or
parcel along with the property to be conveyed, conveying said increased
lot or parcel as a single unified lot or parcel, to himself or herself,
or such entity as the owner desires. Said deed shall contain a clause
as follows:

"This deed of conveyance is for the sole purpose of unifying
into a single lot or parcel lands previously owned by the grantor
with lands conveyed to the grantee as a result of a revised lot line
approved by the Planning Board of the Town of Kent on (date)."

The following documents shall be submitted for preliminary plat
approval:
A. Subdivision application completed in full.
B. Consent of property owner(s) form completed in full with original
signatures.
C. Part 1 environmental assessment form completed in full.
D. Full-size and reduced-size plans depicting the proposed subdivision
or resubdivision in the quantity and media type specified by the Planning
Board and including the following data and information:
(1) An accurate survey depicting the condition of the affected properties
as of the time of the application prepared by a New York State licensed
land surveyor.
(2) Photographic enlargements at a minimum scale of one inch equals 100
feet with the subject property(ies) clearly depicted and with the
project name and tax grid number on the back.
(3) A proposed plat prepared by a New York State licensed land surveyor
including the proposed subdivision name, date, North point, scale,
name and address of record owner(s), subdivider, and engineer or surveyor.
(4) Certification of the surveyor as to the accuracy of the survey and
plat.
(5) Site data table listing the name of any school, fire or special districts,
zoning designations of parcel, required and proposed lot area, required
and proposed lot width, and required and proposed road frontage. Lot
sizes must be shown in square feet or acres.
(6) Location map: scale one inch equals 400 feet.
(7) Location of existing watercourses, marshes, rock outcrops, wooded
areas and tree cluster(s), and single trees (with species type indicated)
having a diameter of 24 inches or more.
(8) Location of existing sewers, water mains, culverts, driveways and
drains on the property with pipe sizes, grades and direction of flow.
(9) Existing contours with intervals of two feet or less.
(10)
Location of existing property lines, streets, easements and
buildings.
(11)
All proposed streets with profiles indicating grades, lots,
easements and public or community areas, with approximate dimensions.
(12)
The approximate location of all proposed water lines, valves
and hydrants and of all sewer lines with profiles indicating connections
with existing lines or the location of private well(s) and septic
systems.
(13)
Erosion and sediment control, and stormwater pollution prevention plan (SWPPP) prepared in accordance with Chapter
66 of the Town Code. Compliance with Chapter
66, Articles
III,
IV,
V and
VI, shall be required for preliminary subdivision plat approval.
(14)
The names of all proposed streets and alleys and the cross sections
of proposed streets showing the width of roads, the location and width
of sidewalks, and the locations and size of utility lines.
(15)
Proposed deeds of cession of streets, rights-of-way, easements
and any sites for public use and copies of agreements, covenants or
other documents showing the manner in which areas to be reserved for
the common use of the residents of the subdivision is to be maintained.
(16)
If the application covers only a portion of the applicant's
entire holding, a map of the entire tract, drawn at a scale of not
less than one inch equals 400 feet, showing an outline of the plotted
area must be shown on the plans.
(17)
Names, addresses and tax identification numbers of all adjacent
property owners.
