[Adopted as Ch. 424 of the 1974 Codified Ordinances]
No person shall throw any missile at any motor vehicle or the occupants thereof or throw or place any substance upon any public street injurious or damaging to a motor vehicle or the tires thereof.
A. 
When deemed necessary for the protection or preservation of any municipal improvement in or upon any street or part thereof, or for the protection or preservation of the surface of any street or part thereof while the same is undergoing repairs, or when necessary for the safety of the traveling public during construction, repairs or otherwise, the City Manager may cause any street or part thereof to be closed to traffic or public use, in which case barriers shall be placed across the street or part thereof closed to traffic or public use, upon which barriers shall be posted notices of the closing of the street. At night such barriers shall be indicated by flashing lights.[2]

B. 
During the period a street or part thereof is closed to traffic, no person shall ride, drive upon or otherwise use the same, and the posters, barriers or flashing lights indicating the closing of the street to traffic shall not be removed, destroyed, defaced, injured or interfered with in any manner.
C. 
Any barrier, barricade, sign or flashing light placed for the repair or closing of a street or part thereof shall be the responsibility of the contractor doing the work.[3]

No parade or procession shall pass over any of the streets of the City unless a permit is first obtained from the Chief of Police for such purpose, which permit shall specifically designate the streets or parts thereof which may be traversed by such parade or procession, and the parade or procession shall be confined to the streets or parts thereof designated in such permit.
