All motor vehicles owned by the City shall be used solely for
the official business of the City. On the hood or door of each such
motor vehicle, including the police patrol, but not including the
other motor vehicles of the Police Department, shall be painted the
words “City of Pittsfield,” together with the name of
the City department in whose business such motor vehicle is used and
a number, with the exception that the vehicles used by the Veterans
Service Department shall bear only the words “City of Pittsfield”
with no reference to such Department.

(A) The heads of the various departments of the City shall be responsible
for the keeping of records of the use and maintenance of all motorized
equipment used by their respective departments.
A daily record of the use of each piece of motorized equipment
shall be kept, which record shall include the following:
(2) Time each operator begins and ends operation of such equipment;
(3) Mileage at the beginning and end of each such operation;
(4) Servicing of gasoline and oil, time of such servicing and amount
thereof; and
(5) Nature of repairs and number of man-hours expended for the making
thereof.
(B) No city vehicle is to be used to transport city employees for normal
commuting purposes between their places of residence and employment
with the following exceptions:
(1) Prior approval received from the city council;
(2) In response to an emergency condition which is to be reported to
the city accountant within 48 hours;
(3) The following officers or employees of the city:

Police chief or his designees who are residents of the city:
five vehicles;
(c)
Director of maintenance or his designees: five vehicles from
November 1st to May 1st, Four vehicles all other times;
(d)
Commissioner of Public Services or his designees: six vehicles;

(e)
Commissioner of public utilities or his designees: nine vehicles.
All vehicles listed in paragraph (B)(3) may be used for normal
commuting purposes only when, and if, they are operated by those same
persons designated in said paragraph.

Any and all contracts between the City of Pittsfield and any person towing vehicles, disabled as a result of accidents or vehicle failure, shall require the approval of the city council before taking effect. This shall not apply to the towing of vehicles pursuant to section
13-115.1 and section
20-24 of this Code. Any and all contracts between the City of Pittsfield and any person or firm providing ambulance service to the city, shall require the approval of the city council before taking effect.
