Annually in January, the City Council shall appoint the following clerks of committees:
(1) 
One clerk who shall be responsible for ordinances and rules, public services and utilities and public buildings and maintenance.
(2) 
One clerk who shall be responsible for public safety and health, community and economic development, audit.
(3) 
One clerk who shall be responsible for the Committee of the Whole (including budget hearings) Finance and Ad Hoc Committees.

The clerks of committees shall hold office until the third Monday in January of the year next ensuing after appointment and until successors are appointed and qualified.

The clerks of committees shall receive such salary as the City Council shall determine by ordinance.

The clerks of committees may be removed by the Mayor subject to the approval of a majority of the members of the City Council. The person so removed shall receive a copy of the reasons for removal, and may, if he desires, contest the same before the City Council and may be represented by counsel at the hearing.
