The Township Committee may appoint such other assistants and personnel as it deems necessary for the proper functioning of the enforcing agency. Such assistants and personnel shall be under the supervision of the Construction Official or the appropriate subcode official.
The Construction Official and all subcode officials and other personnel shall be qualified in accordance with the provisions of the Act and the regulations promulgated thereunder.
The Construction Official and all subcode officials shall be appointed for a term of four years, beginning January 1 of the year of appointment.
The annual salary and compensation for the Construction Official and all subcode officials and other personnel shall be determined from time to time by the Township Committee and shall be paid in accordance with the provisions of the Salary Ordinance of the Township.

The fee for a construction permit shall be the sum of the subcode fees as listed hereof and shall be paid before the permit is issued.
A.
Building subcode fees.
(1)
Minimum fee: $100.

New construction: Fees for new construction shall be based upon the volume of the structure. Volume shall be computed in accordance with N.J.A.C. 5:23-2.28. Use groups and types of construction are as classified and defined in N.J.A.C. 5:23-Subchapter 3, Subcodes, and Subchapter 4, Enforcing Agencies; Duties; Powers; Procedures.
(a)
Minimum fee for new construction shall be: $150.
(b)
New construction (except as listed in other use groups, below), per cubic foot of volume: $0.040.
(c)
Other use groups: A-1, A-2, A-3, A-4 and A-5, F-1, F-2, S-1 and S-2, per cubic foot of volume: $0.030.
(d)
All farm buildings for shelter of livestock and food storage, per cubic foot of volume: $0.0020.
(3)
Renovations, alterations, repairs, and minor repairs:
(a)
Fee based on the estimated cost of work. To determine the estimated cost, the applicant shall submit to the Construction Code Official such cost data as may be available produces by the architect or engineer of record, or by a recognized estimating firm, or by bona fide contractor's bid if available shall be submitted. The Construction Code Official shall make final decision regarding the estimated cost.

G.
Waiver of construction permit fee.
(1)
As per N.J.A.C. 52:27D-126e, no person shall be charged a construction permit fee for the construction, reconstruction, alteration or improvement designed or under taken solely to promote accessibility such as a ramp or entrance doorway only, for a disabled persons to an existing residential private structure. A disabled person, or a parent or sibling of a disabled person, shall not be required to pay a fee in order to secure a construction permit for a ramp or entrance doorway.
(2)
For the purpose of this section, "disabled person" means a person who has the total and permanent inability to engage in any substantial gainful activity by reason of any medically determinable physical or mental impairment, including blindness, and shall include, but not be limited to, any resident of this state who is disabled pursuant to the Federal Social Security Act of 1974 (42 U.S.C. § 231 et seq.), or is rated as having 60% disability or highest pursuant to any federal law administered by the United States Veterans' Act. For purposes of this subsection, "blindness" means central visual acuity of 20/20 or less in the better eye with the use of a correcting lens. An eye which is accompanied by a limitation in the field vision such that the widest diameter of the visual field subtends an angle no greater than 20° shall be considered as having a central visual acuity of 20/20 or less.
The Construction Official shall, with the advice of the subcode officials, prepare and submit to the Township Committee biannually, a report recommending a fee schedule based on the operating expenses of the department.
A schedule of the fees imposed by this article shall be posted in the office of the Construction Official and shall be accessible to the public.

A. Every person, corporation, company or entity applying for the issuance of the renewal of any license or permit issued by or requiring the approval of the Township, shall provide proof that there are no delinquent property taxes or assessments due on the property that is the subject of the license or permit on the property upon which a licensed activity or business is or will be conducted.
B. If the applicant is the owner of the property that is the subject of the license or on which a licensed activity or business is or will be conducted, then the municipality or the municipal officer or Township officer charged with issuing or renewing the license or permit shall condition the issuance or renewal of the license or permit upon the payment by the applicant of any delinquent property taxes or assessments on the subject property.
C. In the event that any permit holder or licensee who is the owner of the property affected by the license or upon which the license business or activity is conducted, fails to pay property taxes on the property for at least three consecutive quarters, a notice shall be sent by the Township to the property owner advising that if the taxes are not brought current with 90 days, then any and all licenses or permits issued by the municipality shall immediately be suspended. Such suspension shall become effective immediately and automatically upon failure of the property owner to bring his/her taxes current within 90 days from issuance of the notice by the Township set forth herein.
D. Upon payment by the licensee or permit holder of all delinquent taxes or assessments due on the property or on which the licensed activity or business is conducted, said license or permit shall be automatically restored.
E. The provisions of Subsection
C of this section shall only apply in the event that the licensee or permit holder is also the owner of the property upon which the licensed business or activity is conducted.
F. The provisions of this section shall not apply to, nor include, any alcoholic beverage license or permit issued pursuant to the New Jersey Alcoholic Beverage Control Act, N.J.S.A. 33:1 et seq.
All ordinances or sections thereof inconsistent with the terms of this article, or the Act, or the regulations promulgated thereunder are, to the extent of such inconsistency, superseded and repealed.
Immediately upon the adoption of this article, the Township Clerk shall file a certified copy of the chapter with the Commissioner of Community Affairs of the State of New Jersey.
