A. 
There shall be a Director of the Office of Downtown and Waterfront Development, who shall serve at the pleasure of the Mayor. The Director shall have the qualifications and training necessary to perform the functions of the office. The Director shall report to the Commissioner of Planning and Development.
B. 
The Director shall manage the planning and development of the City’s downtown and waterfront area and shall direct the various planners, architects, engineers and other consultants retained to work on such development projects. The Director shall oversee public sector construction projects within the downtown and waterfront areas. The Director shall coordinate the process that leads to the designation of new private sector developers for the downtown and waterfront areas and will be responsible for securing federal and state grant assistance for such areas. The Director will also serve as liaison to other city departments and agencies in coordinating ongoing maintenance of the downtown and waterfront areas.
