Unless specifically defined below, words and phrases used in this Part 1 shall be interpreted so as to give them the same meaning as they have in common usage and so as to give this Part 1 its most reasonable application.

A. 
As used in this Part 1, the following terms shall have the meanings indicated:
ESTABLISHED FLOOD ELEVATION
The elevation at a point on the boundary of the identified flood-prone area which is nearest to the construction site in question.
FLOOD-PRONE AREA
A relatively flat or low land area adjoining a river, stream or watercourse which is subject to partial or complete inundation; or any area subject to the unusual and rapid accumulation or runoff of surface waters from any source; and/or any flood-prone area, as identified in Article V of this Part 1.
OBSTRUCTION
Any wall, dam, wharf, embankment, levee, dike, pile, abutment, projection, excavation, channel rectification, culvert, building, fence, stockpile, refuse, fill, structure or matter in, along, across or projecting into any channel, watercourse or regulatory flood hazard area which may impede, retard or change the direction of the flow of water, either in itself or by catching or collecting debris carried by such water, or that is placed where the flow of water might carry the same downstream to the damage of life or property.
B. 
For the purposes of this Part 1, the following letter contractions shall refer to the following documents or agencies:
FIRM
National Flood Insurance Rate Map.
FIS
Flood Insurance Study.
NFIP
National Flood Insurance Program.
