A charge of 15% shall be added to the actual cost of the work
done as payment for Borough services connected therewith, except when
the Borough's participation in the work is in conjunction with
an agreement with the Pennsylvania Department of Transportation for
the reconstruction of a state highway.
Interest at the rate of 6% shall be charged during any period
of time that any account for work done is delinquent, including nonpayment
according to a schedule as hereinafter set forth.

Whenever the total cost (including the 15% charge) or the unpaid
balance of such work is less than $500, then the Borough Manager shall
have the authority to schedule payment thereof either in lump sum
or by periodic payments within the same calendar year, with final
and full payment being made not later than December 15.

Whenever the total cost (including the 15% charge) or the unpaid
balance of such work is more than $500 but less than $1,000, then
the Borough Manager, with the approval and consent of the proper committee
of Borough Council, shall have the authority to schedule payment thereof
by quarterly payments extending into the calendar year following that
during which the work was performed, with final and full payment being
made not later than December 15 of the current year.

Whenever the total cost (including the 15% charge) or the unpaid
balance of such work is more than $1,000, then the Borough Manager,
with the approval and consent of the proper committee of Borough Council,
shall have the authority to schedule payment thereof by quarterly
payments extending into the second calendar year following that during
which the work was performed, with final and full payment being made
not later than December 15 of the current year.
Any property owner claiming that the schedule of payments provided for him as in §§
24-3 through
24-5 above will impose undue hardship upon him shall have the right of appeal to the Borough Council within 30 days of the date of said plan, and the Borough Council may either grant the appeal and provide a substitute schedule of payments or deny the appeal and thereby confirm the original schedule of payments.

The Borough Manager shall report all accounts where he has scheduled
payment in accordance with this article where the total cost (including
the 15% charge), or the unpaid balance, was more than $500 to the
Borough Council at the next succeeding meeting, and he shall submit
a summary report of the status of all such accounts to the Borough
Council at the last meeting of each year.
