For purposes of this article, the following terms, phrases, words and their derivations shall have the meanings stated herein, unless their use in the text of this article clearly demonstrates a different meaning. When not inconsistent with the context, words used in the present tense include the future, words used in the plural number include the singular number, and words used in the singular number include the plural number. The word "shall" is always mandatory and not directory.
Persons employed by a zoo, park, rehabilitation center or environmental education center and who, as a responsibility of such employment, are charged with feeding the wildlife that are kept, held, maintained and/or cared for within such establishment.

To give, place, expose, deposit, distribute or scatter any edible material with the intention of feeding, attracting or enticing wildlife. Feeding does not include baiting in the legal taking of fish and/or game.
Any individual, corporation, company, partnership, firm, association or political subdivision of this state subject to municipal jurisdiction.
All animals that are neither human nor domesticated, including, without limitation, stray, wild and/or feral dogs and cats, but not including any animal for which a special animal permit has been issued.

It shall be unlawful for any person to feed any wildlife on any property situated within the Township of Berlin, except that authorized persons are not prohibited from feeding any confined wildlife as such term is defined in this article.
The Township Property Maintenance Officer shall serve as the local officer responsible for the enforcement of this article and shall call upon any and all other state, county, or local regulatory officials for assistance as needed for the enforcement of this article.
Any person found to be in violation of this article shall be ordered to cease the feeding immediately. Any person(s) who continues to be in violation of this article, after being duly notified, shall be subject to a fine not to exceed $25 for the first offense. For a second or subsequent offense, the fine shall not exceed $100.
