The owner or owners, tenant or tenants, of any land abutting upon the public highways of the Township of Berlin are required to remove all snow and ice on abutting sidewalks and gutters of said property within 12 hours of daylight after the same shall have fallen or been formed thereon.
The owner or owners, tenant or tenants of all lands abutting on any highway in the Township of Berlin shall remove all grass, weeds and impediments from the abutting sidewalks and gutters of such highway within three days after notice to remove the same, and shall remove all grass, weeds and impediments from the portion of any highway abutting on said lands within the same time.

Any person violating or failing to comply with any of the provisions of this article shall, upon conviction thereof, be punishable by a fine of not more than $500. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
In lieu of the imposition of a fine as provided in § 289-34, said snow, ice or weeds, as the case may be, may be removed from the sidewalks and gutters under the direction of the Highway Department of said Township, in which case the cost of said removal shall be certified to the Mayor and Council, which shall examine the certificate and, if it is found correct, shall cause the costs as shown thereon to be charged against the lands abutting or bordering such sidewalk or gutter, and said cost shall become a lien upon such land and shall be added to and form a part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes, and shall be collected and enforced by the same officers and in the same manner as taxes.
