The owner of every existing house, building or structure hereafter
to be constructed or acquired, which may be occupied or used by human
beings, located on a street adjacent to the property and located along
the line of any water main now or hereafter constructed or acquired
within the Township of Berlin, where such house, building or structure
is located not more than 200 feet from said water main, shall, within
90 days after the date on which the service of such water is made
available to such house, building or structure, connect same to the
water system pursuant to the rules and regulations applying thereto,
which rules and regulations shall be on file in the office of the
Clerk of the Township of Berlin, and thereafter utilize only the water
supply by said system.

Notice of the availability of water service shall be given by
the Clerk of the Township of Berlin after certification in writing
from the Clerk of the Borough of Berlin of a list or lists of such
properties within the Township of Berlin as may be compelled to comply
with the provisions of this article. Notice shall thereafter be served
upon the owners of said properties personally or by leaving the same
at their usual place of abode with a member of the family over the
age of 18 years, or, if such mode of service cannot be effected, then
by mailing a copy of said notice to said owner or owners by certified
mail addressed to him at said property or properties or at his usual
place of abode.
If the owner of any house, building or structure referred to in §
333-1 hereof shall fail to make the installation or connection required by this article within the time herein required, the Township may proceed to make such installation or connection, or cause the same to be made, and assess the cost thereof as a lien against such house, building or structure, pursuant to and in accordance with the provisions of the New Jersey statutes.
