The purpose of this article is to create standards for multifamily dwellings allowed in the Residential Zone R-3. These multifamily dwellings shall be at a maximum density of nine units per acre except housing for the elderly as permitted by § 340-44.
Within this zone, no lot or building shall be used and no building shall be erected or altered to be used in whole or in part unless it complies with the schedule of Article III and the following regulations.

The following uses shall be permitted in the Residential Zone R-3:
A. 
Garden apartments.
B. 
Townhouses and row houses.
C. 
Two-family attached houses (duplex).
D. 
Housing for the elderly in garden apartment, townhouses or mid-rise apartment buildings, subject to the following standards and conditions:
(1) 
All units in the development shall be reserved by deed or covenant for permanent residents of at least 62 years of age, except that the spouse or one immediate relative, live-in domestic, companion or nurse aged 18 or older may reside in the unit. In no event shall more than two permanent residents reside in any one residential unit designated as housing for the elderly. The deed or covenant reserving the unit as housing for the elderly shall be subject to the review and approval of the Township Solicitor.
(2) 
The residential density of developments for housing for the elderly may be increased to a maximum of 20 units per acre.
(3) 
The maximum height of a mid-rise apartment constructed for housing for the elderly shall be five stories.
(4) 
The minimum unit floor areas may be reduced in accordance with the following schedule for units which qualify as housing for the elderly:

E. 
Day-care centers, community centers and recreational facilities designed and maintained to meet the social service needs of the residents within the development.
F. 
Within the Pinelands Area, all those uses permitted in the R-1 Zone, with the exception of that listed in § 340-30H, shall be permitted.

G. 
Affordable housing in location of this zone as designated in the Township's most current Housing Element and Fair Share Plan.

A. 
The area and yard requirements for the Residential Zone R-3 shall be as follows:
(1) 
Density: nine units per acre.

(2) 
Minimum lot area: 10,000 square feet.
(3) 
Minimum lot frontage: 85 feet.
(4) 
Minimum lot depth: 100 feet.
(5) 
Setbacks:
(a) 
Front: 30 feet.
(b) 
Rear: 25 feet.
(c) 
Sides: 25 feet. Corner lots must allow for a sight triangle.
(d) 
Between any structure and a state, county or municipal street: 30 feet.
(6) 
Lot coverage, using floor area ratio:
(a) 
With sewer: 65%.
(b) 
Without sewer: 40%.
(7) 
Maximum height: 35 feet, except for high-rises which will have a maximum of 50 feet.
(8) 
Front of house: to be determined by design.[1]

Any construction, alteration, modification or change in the use of a building, structure or lot shall conform to the regulations in the Township Construction Code[1] and shall be subject to the review procedures in Chapter 200, Land Use and Development.
