In expansion of the declaration of legislative intent found in Article I, § 275-2 of this chapter, and the statement of community development objectives found in Article I, § 275-3 of this chapter, it is the intent of this article to:
A. 
Set reasonable standards to assure sufficient parking capacity for the uses of land in the Township.
B. 
Provide flexibility in the implementation of these standards by permitting construction of a reduced number of parking spaces under appropriate conditions.
C. 
Prevent hazards to public safety caused by the intrusion of parking upon public rights-of-way.
Any building or structure erected, altered, or used, and any lot used or occupied for any of the following purposes shall be provided with the minimum number of parking spaces set forth below, together with adequate driveways and street access in compliance with the requirements of Chapter 215, Subdivision and Land Development. Where a use is not specifically listed below, the requirement of the most similar use shall be applied.

1 space per room plus 1 per 200 square feet of additional public floor area; any restaurant, bar, etc., shall be treated as a separate use

If the number of spaces required by § 275-81 above is substantially larger than the number anticipated by the applicant, reserve parking may be used in accordance with the following criteria:
A. 
The total number of spaces required under this chapter may be reduced up to 25% by the Board of Supervisors, upon the recommendation of the Township Planning Commission and Engineer.
B. 
The applicant shall provide evidence of reduced parking needs to the Township Planning Commission and Engineer, for their review and recommendation.
C. 
A sufficient area must be set aside for construction of the remainder of the required spaces, if and when they are deemed necessary by the Board of Supervisors. All stormwater engineering shall be designed based on total parking requirements, including the reserve.
D. 
Parking capacity will be reevaluated by the Township Building Code Official should any change occur in the use, ownership, size of building, or number of residents or employees. Following reevaluation, the Board of Supervisors may require the construction of additional parking spaces, up to the maximum required by this chapter, upon the recommendation of the Township Planning Commission and Engineer.
E. 
The Building Code Official may deny or revoke the use and occupancy permit of any use that fails to comply with this provision.
F. 
The applicant shall provide a financial guaranty to cover the cost of engineering and installation of the reserved parking spaces for a period of 18 months following installation of the initially constructed spaces. The type and amount of the guaranty must be approved by the Board of Supervisors upon the recommendation of the Township Solicitor and Engineer.
A. 
Day-care centers shall designate a pickup and delivery zone immediately adjacent to the building, providing one parking space per up to 15 children. Required parking may be used to meet this requirement if it is not separated from the building by streets or driveways.
B. 
All schools shall designate an area of level lawn or field for overflow parking for special events, which shall provide at least 100 parking spaces.
C. 
Industrial and commercial parking lots shall not be used for the sale, repair, or dismantling of any vehicles, equipment, materials, or supplies.
