GENERAL REFERENCES

The Board of the Township hereby creates the position of Township Manager (hereinafter "Manager"), subject to the right of the Board, at any time by ordinance, to abolish such office.
The Manager shall be appointed from time to time, and whenever there shall be a vacancy in the office, for an indefinite term by majority vote of the Board. The Manager shall serve at the pleasure of the Board and may be removed by a majority vote of the Board. Notwithstanding any provision of this chapter to the contrary, the Manager shall acquire no property right in employment or compensation amount as a result of the passage of this chapter.
The Manager shall be selected on the basis of executive and administrative abilities with particular reference to actual experience in and knowledge of accepted practice in the duties of the office as hereinafter set forth. The determination of the Board as to the qualifications of any candidate for the position of Manager shall be final.
Before entering upon the duties and continuously thereafter, the Manager shall provide a bond to the Township in such sum as shall be required by the Board, as surety, conditioned upon the faithful performance of the duties of the office. The Township shall pay the premium for said bond.
The Manager need not be a resident of the Township, but shall within six months of his appointment reside within a twenty-five-mile radius of the Township.
The salary of the Manager shall be fixed at the time of employment and may be adjusted from time to time by a resolution passed by a majority vote of the Board.
The Manager shall be the chief administrative officer of the Township, and shall be responsible to the Board for the proper and efficient administration of the affairs of the Township. The Manager shall be responsible for the general management of all Township business not expressly, by statute or ordinance, imposed or conferred upon other Township officers. The Manager shall also act as Township Secretary unless another individual is appointed by the Board to fill that position.
The specific duties and authority of the Manager pursuant to the statement of general authority set forth in § 29-7 hereof, shall include but be limited to the following:
A. 
He shall supervise and be responsible for the activities of all Township departments.
B. 
He shall hire, and when necessary for the good of the service, shall suspend or discharge any employee of the Township except for such appointed offices as are required by law to be filled by the Board; provided, however, that the Manager shall make monthly reports to the Board of such personnel changes. All such changes are subject to the approval of the Board.
C. 
He shall supervise and direct the offices, duties and functions of all subordinate employees of the Township and all departments over which the Board has jurisdiction and covering all functions of the Township over which the Board has jurisdiction, except those as may be excluded by law.
D. 
He shall make recommendations to the Board on the compensation of all employees under his supervision, provided that the Board shall fix such compensation.
E. 
He shall prepare and submit a recommended budget for the next fiscal year and an explanatory budget message to the Board on a date to be determined by the Board. In preparing the budget, the Manager, or an employee designated by the Manager, shall obtain from the head of each department, agency, board, commission, or office, estimates of revenues and expenditures and other supporting data as deemed necessary by the Manager. The Manager shall review such estimates and may revise them before submitting the budget to the Board.
F. 
He shall have the responsibility for the administration of the budget in conformance with its adoption by the Board.
G. 
He shall develop any and all long-range fiscal plans for the Township, which plans shall be presented annually to the Board for its review and/or adoption.
H. 
He shall hold such other municipal offices as the Board may from time to time direct not inconsistent with Section 1301(c) of the Second Class Township Code.[1]

I. 
He shall attend all meetings of the Board and shall receive notice of all meetings of the Board or its committees.
J. 
He shall prepare the agenda for each meeting of the Board and supply facts and information pertinent thereto.
K. 
He shall inform the Board as to the conduct of Township affairs, submit periodic reports on the condition of Township finances and other reports as the Board may request and shall make such recommendations to the Board as he may deem appropriate.
L. 
He shall submit to the Board, as soon as possible after the close of the fiscal year, a complete report on the financial and administrative activities of the Township for the preceding year.
M. 
He shall enforce the provisions of all franchises, leases, permits, and privileges granted by the Township.
N. 
He shall employ, only with the approval of the Board, experts or consultants to perform work and to advise in connection with any of the functions of the Township.
O. 
He shall attend to the letting of contracts in due form of law, and supervising the performance and faithful execution of same except insofar as such duties are expressly imposed upon some other Township officer by statute.
P. 
He shall collect all monies owed the Township and institute proper proceedings for the security and for the collection of all the Township's claims.
Q. 
He shall act as the purchasing officer of the Township and purchase, in accordance with the provisions of the Township Code, all supplies and equipment for the various agencies, boards, departments, and other offices of the Township. The Manager shall keep an account of all purchases and shall, from time to time or when directed by the Board, make a full written report thereof. The Manager shall also issue rules and regulations subject to the approval of the Board, governing the requisition and purchasing of all Township supplies and equipment. These duties may also be delegated to another employee of the Township upon the approval of the Board.
R. 
He shall receive and act on all complaints regarding services or personnel of the Township. The Manager shall investigate and dispose of such complaints and shall report thereon to the Board when necessary.
S. 
He shall research and investigate the administrative and governmental functions of the Township and make recommendations to the Board of appropriate statutes affecting the health, safety, welfare and administration of the Township.
T. 
He shall propose and assist in the securing of financial aid, in the form of grants and loans from other agencies.
U. 
He shall enforce the laws of the Commonwealth of Pennsylvania and all ordinances, resolutions and bylaws of the Township to the extent permitted by law.
Should the Manager become ill or need to be absent from the Township, he shall designate one qualified member of his staff to perform the duties of Manager during his absence or disability. The person so designated shall perform these duties until the next meeting held by the Board, at which time the Board shall appoint or ratify an Acting Manager.
The Board shall have the power at any time and from time to time to amend or repeal any or all parts of this chapter. Moreover, all ordinances and resolutions or parts of resolutions or ordinances, insofar as they are inconsistent herewith, by and the same are hereby repealed.
As herein used, the masculine pronoun shall include the feminine.
