(a) 
The Manager, assisted by the Finance Director, shall prepare and submit a financial plan for the Township to Council as required by Section 702 of the Charter.
(b) 
The form and content of the financial plan shall comply with general law and requirements of reports to be filed with the state Department of Community Affairs.
(c) 
The Manager shall follow such procedures and submit to the Council such additional information and recommendations as are required by the Charter, general law and/or the request of the Council.

The budget shall be prepared by the Manager and submitted to the Township Council at the time specified by it. The Council shall review the proposed budget in accordance with Section 702B of the Charter.

The budget submitted shall be in such form as to satisfy the requirements of Section 702 of the Charter, state general law, regulations of the state Department of Community Affairs, and ordinances and resolutions adopted by the Township Council.

(a) 
The Township Council shall conduct public hearings and adopt the budget at a public meeting as specified in Sections 702C and D of the Charter.
(b) 
Revision of the budget by a newly elected Council shall be in accordance with Section 702E of the Charter.
(c) 
Amendment of the budget shall be accomplished as prescribed by Section 703 of the Charter, state general law and reporting requirements of the State Department of Community Affairs.

(a) 
The Manager shall control budget appropriations, establish proper procedures and systems comprising an encumbrance and expenditure method of reporting transactions, which shall be approved by a resolution of the Township Council.
(b) 
The Finance Director shall be responsible for the maintenance and/or preparation of the following records and reports so that the Manager and Council can properly manage and control the financial activities of the Township:
(1) 
Monthly reports.
a. 
Financial statements.
b. 
Status of budget appropriations (appropriation, encumbrance, expenditure, balance available).
c. 
Status of taxes collected, and/or received versus outstanding and comparison to budget.
d. 
List of bills of indebtedness of the Township which must be ratified or approved for payment by the Council in public session.
(2) 
Annual reports.
a. 
Financial statements to include modification as directed by the Manager and Council to be included in the annual report as required by Section 708C of the Charter.
b. 
Budget and/or expenditure reports as prescribed by general law and/or reporting requirements of the State Department of Community Affairs.
(3) 
Other.
a. 
The Finance Director shall prepare any additional reports as directed by the Manager or Council.
b. 
When it appears that any budget appropriation may be overencumbered or overexpanded, the Finance Director will immediately inform the Manager and Council so that remedial action may be taken.
(4) 
Accounting records.
a. 
The Finance Director shall be responsible to record financial transactions as required by state general law and the budget and reporting requirements of the Charter.
b. 
The Finance Director shall establish within a purchasing and disbursing system a method to require approval of department heads and other appropriate officials prior to encumbrance and for expenditure of budget appropriations. He shall render periodic reports regarding the status of appropriations under their control.
(5) 
The Township may pay on a weekly basis those vendor invoices approved by the Township Finance Director and the Township Manager, with such payments to be included in the list of bills of indebtedness of the Township which must be ratified or approved for payment by the Council in public session.

(a) 
All records relating to budget and finance shall be retained so that related audits and examinations are facilitated. Upon the expiration of a reasonable period of time after audit these records may be moved to a storage area.
(b) 
The Finance Director shall ensure that necessary measures are taken to protect the records from destruction by fire, etc.
(c) 
Records may be stored through the use of microfilm or similar methods to effect economy and preservation.

(a) 
All persons (except those specified elsewhere in this Section) involved in the handling or authorization of receipt or disbursement of money, goods and supplies shall be bonded under a blanket position bond or equivalent. The amount of this bond shall be determined annually by the Township Council to ensure adequate protection of the Township interests.
(b) 
The Township Manager shall be bonded in an amount not less than five (5) percent of the general fund budget. The Finance Director shall be bonded in an amount not less than twenty (20) percent of the general fund budget.
(c) 
All such bonds shall be subscribed by a surety company or companies duly authorized to do business in the state.
(d) 
If the Finance Director collects taxes for other governmental units, the expenses of bonds required by those entities shall be borne by them.

The financial records shall be maintained utilizing a chart of accounts which shall facilitate preparation of the annual budget, annual report and any other financial statements or reports. The minimum required categories are those reflected in the current annual budget report and guide required to be filed with the State Department of Community Affairs. The chart of accounts shall be so constructed that information regarding each department or activity will be available by the following categories:
(1) 
Personal services.
(2) 
Contracted services.
(3) 
Materials, supplies and equipment.
(4) 
Any additional categories that are considered necessary by the Township Council.

The financial affairs of any entity funded or financially aided by the Township shall be subject to audits by the Township made in accordance with generally accepted auditing standards.
