(a) It is the policy of the Township that garbage and trash shall be
collected on a regular basis as determined from time to time by resolution
of Township council.
(b) In order to make this program work satisfactorily, and at the least
cost to the Township, the rules and regulations set out in this article
shall be followed.

(a) To provide efficient service under the Township trash and garbage
collection system, it is requested that:
(1) Refuse be placed out early on regular scheduled days.
(2) Containers not be overfilled, so that they can be moved without spilling.
(b) Failure to comply with these regulations may result in noncollection
of refuse.

(a) All refuse and rubbish shall be stored in approved watertight containers,
which have handles, close-fitting lids and placed at curb in front
of premises not later than 6:00 a.m. on the day of collection but
not before 7:00 p.m. of the day preceding the collection. The empty
containers shall be removed from the front of the premises not later
than 7:00 p.m. the same day.
(b) No container shall be more than thirty (30) gallons' capacity, nor
shall weigh more than fifty (50) gallons when full, and not exceed
four (4) containers or four (4) units, not including a recycling container(s),
per collection stop including as one unit cardboard, brush and trimmings
which shall be securely tied so as not to exceed three (3) feet in
length nor two (2) feet in diameter nor thirty (30) pounds in weight.
(c) Refuse in containers not conforming to the above descriptions will
be left at the curb and not collected. Also, any insecure containers
will be condemned and removed.
(d) Garbage must be thoroughly drained of its moisture and wrapped in
substantial paper, or put in bags, if placed in container with other
refuse.
(e) Bulk items shall be collected on the second scheduled collection
day, provided there is not a holiday in the week. White goods shall
be collected on an "as-needed" basis, in accordance with the Public
Works Department policy.

(a) Collection shall be done on a regular basis as determined from time
to time by resolution of Township Council.
(b) When weather interferes with the collection, the work will be done
on the next day practicable, excepting Sundays and holidays.
(c) Collection will be made on the next scheduled collection day when
the collection day falls on legal holidays or days celebrated as such.
(d) No collection will be made from particular premises after the collection
truck has passed such premises.
(e) Collection shall be limited to residential dwellings, excluding apartments,
apartment houses, condominiums and multifamily dwellings as defined
herein.
(f) Township employees and Township vehicles are prohibited from entering
private property and private alleys for collection purposes.

Refuse resulting from the repair, excavation or construction
of buildings, such as plumbing fixtures, sand, earth, lumber, brick,
stone, mortar, plaster, roofing materials, etc., shall be removed
at the expense of the property owner or the contractor doing the work.
Such refuse will not be taken as part of regular collection. Other
material not acceptable shall include, but not be limited to, hazardous
waste, infectious waste, nonprocessable waste and unacceptable waste,
as defined herein.

(a) It is hereby declared to be unlawful for any person, whether acting
individually or with others or for a business entity, except for employees
of the Township engaged in the performance of their duties on behalf
of the Township, to remove trash, rubbish, wastepaper or goods of
any kind from any private property or within the lines of any public
highway, without first having obtained permission in writing so to
do from the owner or occupant of such property as required by the
provisions of this section.
(b) The prohibition set forth in subsection
(a) of this section shall not apply to recognized public service or charitable organizations making designated collection of material after having obtained a permit therefor from the Township authorizing such collection.
(c) A property owner or occupant of a property may give written permission
to an individual or a business entity to remove trash, rubbish, waste
paper or goods of any kind from a property. Such written permission
must be renewed annually, is valid only for the calendar year of issue,
and collection shall be restricted to the time period between 7:30
a.m. and 4:30 p.m., prevailing time. Such written permission shall
be effective only with respect to the person named therein and shall
be carried by the individuals designated thereby at all times when
engaged in so removing the material designated therein.

(a) All residents within the Township shall use the Township as their
municipal waste collector to collect and dispose of solid waste at
an approved disposal site. All owners of multifamily dwellings, apartments,
apartment houses and condominiums within the Township shall have a
municipal waste collector, other than the Township, to collect and
dispose of solid waste at an approved disposal site.
(b) The Township shall be the municipal waste collector for all residents,
excluding multifamily dwellings, apartments, apartment houses and
condominiums.
(c) All municipal waste collectors shall keep and maintain records of
the volume of solid waste collected within the Township and shall
provide written reports to the Township containing the volumes and
the name and location of the approved disposal site within such times
as requested by the Township.
(d) All owners of multifamily dwellings, apartments, apartment houses
and condominiums within the Township shall, upon the request of the
Township, provide the Township with the name and address of the municipal
waste collector servicing the property.
