No lot, tract or parcel of land shall be subdivided or developed
and no street, alley, sanitary sewer, storm drain, water main, gas
line, electric transmission line, or other facilities in connection
therewith shall be laid out, constructed, opened or dedicated for
public use or travel, or for the common use of occupants of buildings
abutting thereon, except in strict accordance with the regulations
adopted hereunder.

No lot in a subdivision or land development shall be sold, nor
shall a permit be issued to erect, alter or repair any building upon
land in a subdivision or land development unless and until a plan
for the subdivision or land development has been approved by council
and recorded, and until the required public improvements in connection
therewith have been constructed or the township has been assured by
means of an acceptable completion guarantee that the improvements
will subsequently be installed.
The sale of dwelling or commercial units as condominiums under
the Pennsylvania Unit Property Act shall be permitted in accordance
with the regulations hereinafter set forth.
