The Administrative Service of the municipality shall be under
the direction of the Manager and be comprised of the following departments
and heads thereof and such other departments and heads as may be created
by amendments to this Administrative Code:

All department heads shall be appointed, promoted, demoted,
suspended or removed by the Manager, except as otherwise provided
by law or the Charter, in accordance with the Personnel Code and with
approval of Council.
Department heads, when directed by the Manager, shall:
A. Direct personally and through subordinates the performance of all
functions, duties and operations assigned to and required of the department
and its subordinate units by law, the Charter, or ordinance and such
other activities as may be required by the Manager that are not in
conflict with law, the Charter, or ordinance;
B. Develop and prescribe the internal organization of the department
and its subordinate units, subject to the approval of the Manager,
and in accordance with applicable provisions of law, the Charter,
or ordinance;
C. Assign duties and responsibilities to subordinates within the department
and modify those assignments consistent with and in response to the
changing exigencies of service, subject to the approval of the Manager;
D. Prepare and submit departmental budget requests in accordance with
schedules, forms, and policies as prescribed by the Manager;
E. Prepare and submit at least monthly regular reports prescribed by
the Manager;
F. Cooperate with and furnish to any department or unit of the municipality
any information, service, labor, material or equipment that may be
necessary to perform a municipal function;
G. Be aware of and coordinate the activities of the department with
appropriate areawide, regional and intergovernmental programs; keep
the Manager informed of the activities and policies of such programs
as they affect the department or the municipality; and make analyses
and recommendations regarding such activities and policies when appropriate;
H. Administer and evaluate intergovernmental contracts and agreements
as these relate to departmental functions;
I. Develop and maintain internal administrative and budgetary controls
and productivity and performance standards to assure maximum levels
of quality and quantity of service within budgetary limitations;
J. Remain up-to-date with developments regarding administrative policies,
management techniques, technological advances and make recommendations
to the Manager concerning possible action to be taken by Council,
as needed;
K. Keep abreast of all laws. Municipal ordinances and administrative
regulations relating to the functions of the department;
L. Serve as a member of any committee or provide staff services to any
authority, board or commission to which the department head may be
assigned by the Manager;
M. Develop personnel planning and employee development policies for
the department, including the planning and execution of appropriate
training and education programs;
N. Establish and enforce rules and regulations for the use of municipal
facilities and services and issue such licenses and permits as may
be required by ordinance;
O. Develop and recommend to the Manager rate structures for those services
for which user fees are charged.

A. Function. The Department of Environmental Services shall be responsible
for the construction, maintenance, and operation of those facilities
and pipelines that carry wastewater for treatment as well as the Township
Water Pollution Control Plant.
B. Department head. The Department of Environmental Services shall be
headed by a Director who shall be responsible to the Manager for the
performance functions of the Department.
C. Duties. The duties of the Director shall be to:
(1) Coordinate the day-to-day operations of the Township sanitary sewer
collection system and Water Pollution Control Plant;
(2) Assist in the planning and design of the sanitary sewer collection
system;
(3) Work with engineering with regard to the operational design of the
Water Pollution Control Plant;
(4) Oversee the collection records, maps and data relating to the administration
management of the Department;
(5) To ensure compliance with all county, state, federal and local laws
and or regulations governing the collection and transport as well
as treatment of wastewater; and
(6) Plan, develop, design and administer in cooperation with other departments
and agencies of other governments, expansions, modifications, additions
or deletions of facilities and programs for which the Department is
responsible.
The Municipal Manager shall be responsible for the collection
of real estate taxes levied by the Council. The duties of the Manager
in this regard shall be those established by law and the Charter and
shall include, but not be limited to the following:
A. The diligent collection of the taxes levied by Council.
B. Keeping clear and detailed accounts of all sums received from taxes
and other sources, which accounts shall at all times be open to inspection
by Council Members, the Controller and the appointed independent Auditor.
C. All municipal monies collected from all sources shall be promptly
deposited in a bank, trust company or other institution designated
by the municipality in an account in the name of the municipality.
D. The Manager shall collect and receive for the Township Treasury all
taxes, fees, assessments or charges that are levied or established
by the Township, for general or special purposes, unless Council shall
designate another person or agency to collect such taxes. If a school
district or other taxing body empowered to collect taxes within the
Township shall enter into an Agreement with the Township for said
taxes, the Manager shall collect such taxes unless Council shall designate
another person or agency. The Manager shall receive no special compensation
as Tax Collector, and any payments by a school district or other taxing
body for collection of taxes shall accrue to the Township and not
to the Manager. Any such agreement relating to compensation for the
collection of taxes with the school district or with any other taxing
body shall be negotiated by the Township Council, and shall be designated
by ordinance or resolution. Existing agreements with the school district
or other taxing bodies shall continue in place, substituting therefor
the Manager in place of the Tax Collector; all such agencies or taxing
bodies shall be given notice of the substitution of the Manager and
shall be required to send in writing its consent to such substitution.
The Township shall require that the Manager provide a bond for the
collection of taxes, as is required under the laws of the Commonwealth
of Pennsylvania, relating to the collection of taxes.
The Legal Counsel shall be responsible for advising Council,
the Manager, or any official, official body, or agency of the municipality
upon all legal questions arising in the conduct of municipal business,
unless Special Counsel is appointed. The Legal Counsel shall also:
A. Prepare and revise ordinances or resolutions when so requested by
Council or the Manager;
B. Provide written legal opinions upon any legal matter or question
affecting the municipality submitted by Council or the Manager. Requests
for legal opinions from other officials, official bodies or agencies
of the municipality shall be made through the Manager;
C. Attend all regularly scheduled meetings of Council;
D. Litigate all legal actions and claims brought by or against the municipality
except in those cases in which other legal counsel is retained; and
E. Approve for legality all contracts, agreements or other legal documents
to be executed by authorized municipal officials.
