As used in this chapter, these terms are defined as follows:
ALARM SYSTEM
Any automatic device designed for the detection of an unauthorized entry on the premises, unlawful act of any emergency that alerts any person of its commission of occurrence and when actuated gives a signal, either visual, audible or both, or transmits or causes to be transmitted a sign.
FALSE ALARM
Any alarm signal that alerts any person which is not the result of an actual or threatened emergency requiring a response. False alarms include negligently or accidentally activated signals; signals which are the result of faulty, malfunctioning or improperly installed or maintained equipment; signals which are purposely activated to summon police, fire or emergency services in nonemergency situations and alarm signals for which the actual cause is not determined.
LOCAL ALARM
A system that gives a signal either visual, audible or both, on the exterior portion of the property, but such signal does not leave that structure by wire or radio wave to a control-receiving location.
A. 
All alarm systems shall be equipped with batteries in case of power failure.
B. 
Persons having local alarms shall have some type of device attached to the alarm that will automatically shut off after 30 minutes or have some other sure means of turning the alarm off.
C. 
Any alarm system user shall place on the main entrance a means of identifying the alarm system service and person who may be called in the event of an alarm and the subject's premises are unattended.
D. 
The sensory mechanism of an alarm device must be adjusted to suppress false indications of fire or intrusion.
E. 
The alarm system must be maintained in good repair and operation.
A charge of $50 shall be made for the third, fourth or fifth false alarm calls answered by either police or fire and invoiced on a monthly basis by the applicable public safety agency. All subsequent false alarms will result in a citation until such time when the alarm owner can demonstrate that the alarm system in question has been fully reviewed and serviced by the alarm system's manufacturer or local distribution company.
Any persons, firm, partnership or corporation which fails to pay the charges set forth in § 90-3 above shall upon conviction thereof be subject to a fine of not less than $100, nor more than $500, in addition to the charges contained in § 90-3 above, and possible imprisonment not to exceed five days. Each failure to pay an invoiced charge shall constitute a separate offense under this chapter.
Nothing contained in this chapter shall constitute acceptance by the Township of Hampton of any liability to inspect, maintain, answer or provide any other services whatsoever in connection with alarm systems.
