Except in necessary defense of person and property and except as provided in § 142-3, it shall be unlawful for any person to use, fire, or discharge any gun or other firearm within the Township.
It shall be unlawful for any person to discharge any air rifle, air pistol, spring gun, spring pistol, BB gun, bow and arrow, or similar device, or any implement that is not a firearm but which impels a pellet of any kind with a force that can reasonably be expected to cause bodily harm at any place within the Township, except as provided in § 142-3.
This chapter shall not apply to:
A. 
Persons licensed to hunt in this commonwealth while actually engaged in hunting where permitted under the laws of the Commonwealth of Pennsylvania;
B. 
Members of any organization incorporated under laws of this commonwealth engaged in target shooting upon the grounds or property belonging to or under the control of such organization; provided, that a permit shall have been issued therefor in accordance with § 142-4; and
C. 
Any law enforcement officers when used in the discharge of their official duties.
A. 
It is prohibited to operate a target, skeet or trap range in Hampton Township, except under the following conditions:
(1) 
Prior to commencement of operation of any such range, or the continuance of operation of any existing range, the person or organization proposing or operating such range shall make written application to the Township Manager for a permit to continue or commence operation of such range.
(2) 
Upon such written application being received, the Township Manager shall arrange to have a Hampton Township police officer who is a certified instructor in the use of firearms inspect such range or the site and plans proposed therefor to determine that the same is safe, both as to the person using same and the neighboring properties.
(3) 
Upon the completion of such inspection and safety certification by said police officer of Hampton Township, the Township Manager may issue a permit for the operation thereof. However, no permit shall be issued for operation of a proposed range until after said police officer of Hampton Township has inspected the completed range and certified to its safety.
B. 
If any range, for which a permit has been issued, shall be changed or relocated, it shall be required that the provisions of Subsection A be re-accomplished before the commencement of operation of any such changed or relocated range.
Any person who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 plus costs, and in default of payment of said fine and costs, to imprisonment for a term not to exceed 30 days.
