Council may appoint an Engineer, on a full-time, part-time or
retainer basis, for an indefinite term. The Engineer shall be an official
of the municipality and shall hold office until his appointment is
terminated by the Council.
The Municipal Engineer may be either an individual, a partnership
or an engineering corporation, duly licensed by Pennsylvania.
The compensation of the Municipal Engineer shall be fixed by
Council and may be changed by Council at any time at the discretion
of Council.
All of the engineering affairs of the municipality shall be
under the general supervision of the Engineer. Except as otherwise
provided by the General Assembly, no official, official body or agency
of the municipality may employ an additional engineer without express
authorization to do so from Council.
The Engineer shall render such engineering services as may be
necessary or desirable for the best results of the municipality, and
shall, upon request, furnish Council or any official, official body
or agency of the municipality with a written report or estimate upon
any question of an engineering nature submitted by any of them in
their official capacity.
When it deems it appropriate, Council may employ other engineers
in connection with any specific engineering matter involving the municipality
or any of its officials, official bodies or agencies.
