Regular meetings of the City Council shall be held on the second and fourth Mondays of each month, except during the months of July and August, at 7:30 p.m. When Monday falls on a holiday, the meeting shall be held on the following day; provided, however, if on that day a municipal, state, or federal caucus, preliminary election, primary regular or special election is to be held, the meeting shall instead take place on the following day. When Monday falls on December 24, the meeting shall be held December 26.

The Mayor, the President of the Council or any three members thereof, may at any time call a special meeting by causing written notice, stating the time of holding such meeting, also stating the purpose or purposes for which such meeting is called and signed by the person calling the meeting, to be delivered in hand to each member or left at his usual dwelling place at least 48 hours before the time of such meeting. No matters not set forth in the call of such meeting shall be considered or acted upon at such meeting, except by unanimous consent of all of the members of the City Council.

When a recess is taken at a session of the City Council, a time may be designated by the President or determined by a majority vote of the council to which such recess shall extend.
